Main Purpose of Job

The Specialist, Social Media Strategy and Marketing in the Office of Communications and Community Engagement (OCCE) manages the Maryland State Department of Education’s (MSDE) comprehensive social media content and campaign strategy. The position serves as the strategic, multi-platform day-to-day content developer to drive MSDE’s core messages and storytelling across the state and nationally using best in class social media and digital campaign strategies to ensure stakeholder awareness, engagement, and buy-in of key programs and initiatives (i.e., Strategic Plan; Blueprint for Maryland’s Future; Maryland Leads; Childcare Scholarship Program; Teach Maryland; etc.). The Specialist, Social Media Strategy and Marketing develops engaging, relevant, and high-quality content that is data-driven in close collaboration with offices and divisions, and coordinates and designs social media and marketing content and visuals under the direction of the deputy director, marketing and strategy and other relevant OCCE staff within service level-based agreements and timelines. This position also regularly trains and collaborates with MSDE staff across all offices and divisions on social media and marketing guidelines, content standards and requirements, and strategies.

Successful candidates must demonstrate a:
  • Track record of success planning, designing, deploying, and/or directing the creation of day-to-day social media, public relations, and/or campaign content
  • Track record of success developing and executing social media, marketing, public relations, and/or campaign strategies

POSITION DUTIES

  • Develops, deploys, and manages day-to-day social media content and strategies
  • Manages a well-organized social media content and campaign calendar for all developed and approved social messaging and campaigns
  • Manages and utilizes MSDE’s content manager account(s) and platform(s) to schedule and populate all social media content and campaigns in advance
  • Manages both short- and long-term paid and organic social media campaigns
  • Manages all social media platforms and simultaneously tracks content and campaign(s) data and responds to the data by making strategy adjustments accordingly
  • Develops and publishes captions and social media content for key programs and initiatives (i.e., communicating MSDE's mission and vision; student achievement and educator success storytelling; recognizing and celebrating culturally responsive and relevant events; promoting Strategic Plan and Blueprint for Maryland’s Future programs and initiatives; State Superintendent’s leadership profile; State Board of Education meetings; etc.) 
  • Collaborates with the Office of Human Resources to develop and manages MSDE’s social media recruitment content and strategy
  • Develops and publishes captions and social media content for key programs and initiatives and on-demand initiatives and projects
  • Develops and publishes captions and social media content for on-demand initiatives and projects (i.e., crisis management; etc.)
  • Ensures grammatically accurate, culturally responsive and relevant, and modern captions and content 
  • Develops, manages, and organizes weekly and monthly social media and campaign content libraries 
  • Designs, conducts, and coordinates continuous improvement trainings with offices and divisions to ensure MSDE social media branding and messaging standards are consistently applied and reinforced
  • Stays up to date and applies current and best in class social media practices and strategies
  • Creates engaging and attractive social media art and graphics
  • Provides daily and weekly data reports on social media content and campaign(s) related to engagement, followers, reach, etc.
  • Develops and reinforces best in class social media and campaign processes, systems, and standards for MSDE offices and divisions

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 

Notes:
  1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  3. Candidates may substitute the possession of a master’s degree from an accredited college or university for five years of the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

One year of professional experiences planning, designing, deploying, and/or directing the creation of day-to-day social media, public relations, and/or campaign content.

  • Advanced skills in planning, developing, organizing, and managing comprehensive and coordinated social media and marketing campaigns
  • Advance skills in planning, designing, deploying, and/or directing the creation of day-to-day social media, public relations, and/or campaign content
  • Experience developing and executing social media, marketing, public relations, and/or campaign strategies 
  • Experience authentically engaging stakeholders and leveraging feedback for continuous improvement
  • A track record of performance and successful implementation across multiple concurrent projects
  • Highly organized; ability to manage multiple projects at once and meet deadlines
  • Ability to effectively prepare, compose, edit and present reports and presentations, visual materials, and other promotional information
  • Ability to analyze the effectiveness of social media and campaign strategies, and make necessary improvements
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment 
  • Consistently exercise excellent judgement, integrity, and commitment to personal responsibility and accountability
  • A desire to self-reflect, give/receive feedback, and continuously improve
  • Ability to communicate clearly and effectively both orally and in writing through the presentation of concise yet comprehensive training, analysis, and reports

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS
