Main Purpose of Job

Serves as the Maryland Military Department's Compliance Officer and reports directly to the Chief of Staff to maintain independence from the Agency. Responsible for ensuring that the Maryland Military Department is in compliance with all National Guard Bureau Master Cooperative Agreements (14 programs) by periodic reviews of all programs and departments while identifying any issues and recommendations directly to the Chief of Staff. Also assists in ensuring compliance of State and Federal laws, regulations and policies as deemed essential by the Chief of Staff and performs audits as directed. This position may be eligible for a Hybrid Telework schedule.

POSITION DUTIES

Duties for this position include but are not limited to: 
 • Ensures that Programs under the Maryland Military Department are in compliance with the National Guard Bureau regulations and guidelines as it relates to federal reimbursement.  This position will be responsible for performing audits and producing written audit findings as directed by the Chief of Staff. 
 • The audit findings will include recommendations on internal controls and identifies weaknesses and non-compliance in areas assigned with the focus on financial compliance and impact on the agency. • The scope of audits will be defined by the Chief of Staff. 
 • Working knowledge of all Federal Cooperative Agreements between the Maryland Military Department and the National Guard Bureau will be essential in the ability to perform these audits. Audits may include other areas of compliance with Federal and State laws, regulations, and policies. 
 • Education and training on regulatory issues as directed by the Chief of Staff. This includes federal training performed by our federal partners and the National Guard Bureau. 
 • Prepares the agency for external audits by completing internal audits, reviewing, and educating various managers and Directors on audit results and recommendations on meeting compliance goals.
• Work with external Federal and State auditors as the liaison for senior management during external audits. 
• Other duties as assigned by the Chief of Staff. 

MINIMUM QUALIFICATIONS

Education  Graduation from an accredited high school or possession of a high school equivalency certificate.  

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Four years of experience with performing audits, developing audit scopes, and writing finding reports.

2. Two years of experience in contract compliance auditing.

3. Demonstrated willingness to be trained in areas that need to be audited.  This includes both State and Federal compliance areas.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Leave Benefits include:

* Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
