Main Purpose of Job

This position’s function is to serve as the Maryland Department of State Police’s Professional Policing Coordinator. The position serves as the Chairman for the Fair and Equitable Policing Review Committee and develops policies and procedures to promote the MDSP’s position on fair and equitable policing. The position has a responsibility for ensuring compliance with state and federal law, regulations and agency policy regarding fair and equitable policing. The position oversees the audits of mobile video recordings, traffic stop, vehicle search, and arrest data for accuracy and trends. The position completes a documented annual review of MDSP policies and practices that includes agency wide data, citizen concerns and any corrective measures taken.

 

The Professional Policing Coordinator also directs and oversees the Department’s Decentralized Line Inspection Program (DLI)/staff inspection functions. The position evaluates and revises DLI programs to ensure compliance with federal and state law, regulations, and agency policy. The position coordinates, supervises, and performs quality assurance audits on DLI programs and audits/inspections of property and evidence in storage, both within the department, and for outside agencies as directed by the Secretary. Liaisons with commanders/directors regarding inspection deficiencies: recommending corrective action to reconcile and resolve the deficiencies and bring programs into compliance with departmental policy.

POSITION DUTIES

Coordinates the agency’s fair and Equitable Policing Program, advancing, policies & procedures promoting the agency’s position on fair and equitable policing. Acting as a liaison with commanders/directors.

 

Manages the agency’s Decentralized line Inspection (DLI) Program. Ensuring compliance with agency policies, regulations, and federal/state law. Supervising, approving and conducting quality assurance audits on all agency units/divisions, and accountability audits of agency property and evidence in storage. Liaison with commanders/directors recommending corrective action for any discrepancies.

 

Recommends and implements revises and edits to advance agency policy & procedure in accordance with current best practices for fair and equitable policing and the DLI program.

 

Other duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.


Experience: Six years of administrative staff or professional work.


Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:


1.   Managerial/supervisory experience in law enforcement or public safety, preferably in the areas of inspection, compliance, policy, accreditation and/or professional policing.


2.  Experience working with federal, state, county or local government entities developing and implementing policy and/or programs.

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.

 

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
