Introduction

The Maryland Department of Agriculture is a department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continue to expand and grow.   

The Marketing Division's principle role is to identify and develop profitable local, national, and international marketing opportunities for Maryland farmers, watermen and food companies. The unit also serves as a conduit for federal resources and for policy information specific to the agricultural sector. Programs have a direct and indirect impact on farmers, watermen and aquaculture producers and affect the way they sell and their products and develop new buyers.

LOCATION OF POSITION

This position is based at MD Department of Agriculture Headquarters in Annapolis, Maryland, and may require travel within and outside of the U.S.

Main Purpose of Job

To develop, direct and maintain marketing programs to promote increased sales of Maryland seafood and to provide more value for Maryland seafood. This position supports the profitability of agriculture and seafood by developing business to business contacts for Maryland processors, watermen and women, and aquaculture producers as well as by developing campaigns that reach consumers. The position involves high visibility projects, requiring an understanding of  broad public policy issues as well as the ability to deal effectively with high level officials and the media. The position reports directly to the Chief of Agriculture and Seafood Marketing. A high degree of confidentiality is required. 

POSITION DUTIES

  1. Promotes Maryland seafood products to wholesale buyers and consumers. This includes working directly with companies participating in current marketing activities such as True Blue and the Oyster Pledge, and developing new marketing programs. 
  2. Develops and implements trade activities, seminars and other programs to encourage trade and increase wholesale sales of Maryland seafood products to grocery stores, brokers, restaurants, etc. 
  3. Recruits seafood processor participants for MDA's annual buyer-grower meeting, the Governor's Buy Local Picnic and for trade shows such as the Seafood Expo North America. 
  4. Develops annual work plan and budget for the Seafood Marketing program.
  5. Trains employees, assigns and reviews work in the area of seafood marketing.
  6. Coordinates meetings of the MD Seafood Advisory Commission. 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications:

  • Progressively responsible marketing experience in the agriculture, seafood, food or beverage industries.
  • Experience developing and managing advertising and promotional campaigns to influence public opinion. 
  • Experience making presentations to constituent groups, including government agencies, business persons and members of the public.
  • Experience developing, managing and monitoring a budget.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
