Main Purpose of Job

The Maryland Community Health Resources Commission (CHRC) is seeking a Deputy Chief Financial Officer to support its mission to expand access to health care services in underserved communities in Maryland.

The Deputy CFO will support an Annual Call for Proposals ($8 million), the Maryland Health Equity Resource Act and the Health Equity Resource Communities ($45 million) and the Maryland Consortium on Coordinated Community Supports Partnerships ($85 million). The annual budget of the CHRC in FY 24 is $108 million and expected to grow to more than $130 million per year for the next several years.

The position will assist with the fiscal administration of Agency’s grant portfolio, including but not limited to: general grant administration, budget development and monitoring, and fiscal review.

The position will supervise two contractual employees and support additional fiscal activities such as projection of current fiscal year annual expenditures, budget variance monitoring and intervention as required, development of the CHRC’s annual budget, month-end and fiscal year end accounting entries, and other fiscal year end close-out and reporting activities.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Candidates must possess at least 3 years of administrative, budgetary and fiscal professional experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates will possess:

  • A bachelor's degree in finance, accounting or similar field of study; 
  • At least three years of experience managing budgets of more than $100 million; and,
  • Experience serving in a fiscal service role at a state government agency or comparable experience in the private/non-profit sector.
  • Professional administrative, budgetary and fiscal experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
