Main Purpose of Job

The Maryland Green Purchasing Committee is an inter-agency committee created by the Green Maryland Act of 2010 and chaired and staffed by DGS per statute. 
The main purpose of the Green Purchasing Program Manager position is to serve as the primary DGS staff person for the Maryland Green Purchasing Committee and to manage the State’s Environmentally Preferable Purchasing program.

POSITION DUTIES

Duties include but are not limited to:

• Supports the Maryland Green Purchasing Committee by managing and leading meetings, creating agendas, preparing presentations, and ensuring accurate meeting records in compliance with the Open Meeting Act. 

 Researches and develops green purchasing specifications. 

 Provides technical scientific and research expertise related to life cycle assessments, building codes, energy efficiency standards, chemical concerns, and greenhouse gas emissions factors. 

 Calculates cost savings and energy savings analysis and GHG emissions reductions.

 Researches, understands, and interprets Maryland statues and regulations relevant to green purchasing. 

 Plans and coordinates events and training opportunities to promote awareness, understanding and adoption of green purchasing initiatives,

 Oversees the collection and analysis of green purchasing spend data and environmental attributes.

 Works with State agencies and vendors to advance sustainable procurement across State government.

 Represents the State of Maryland’s green purchasing program in local, State and national arenas including attending, participating and presenting to organizations at conferences. 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.


 Background in environmental science, energy, sustainability, or public policy OR experience working in the fields of environment, energy, or sustainability.

● Experience conducting environmentally preferable and sustainable procurements or other responsible procurement practices.

 Experience performing Life Cycle Assessments. 

 Experience with data tracking, capturing, and reporting out on metrics for a program or initiative.

 Advanced knowledge of Microsoft Word and Excel. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring authority to select employees for interviews. Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
