Main Purpose of Job

The Maryland Department of Health (MDH)'s Maternal and Child Health Bureau (MCHB) seeks a dynamic, detailed-oriented Operations and Quality Improvement Manager for its Operations Unit. This position will lead project management functions and operations for the MCHB, including improving operations processes and developing efficient systems to improve the quality and effectiveness of Maternal and Child Health programs. This position will also review current fiscal, procurement, and human resource functions for the Bureau, while also proposing improvements.

This position will develop, implement and monitor the Bureau’s processes for numerous workstreams. This position will also be responsible for providing relevant training to Bureau staff members either in-person and/or virtually, along with recommending both short and long-term strategies which will improve the outcomes of the Bureau. Additionally, this position will assist with leading the coordination of outreach activities during the legislative session. 

Furthermore, this position will collaborate with the Bureau’s five offices: the Office of Family and Community Health Services (OFCHS); the Office for Genetics and People with Special Health Care Needs (OGPSHCN); the Office of Quality Initiatives (OQI); School-Based Health Centers (SBHC); and the Maryland Women Infants and Children (WIC) Program. This position will be expected to provide subject matter expertise to programs, including providing support to the reporting of federal grant applications, as well as to the tracking of budgeting, procurements, and expenditures. Finally, this position will lead many communications components for the Bureau, including coordinating bills during legislative sessions; constructing a Bureau newsletter; tracking constituent inquiries; and coordinating internal professional development workshops.

Our initiatives strive to strengthen and support the maternal and child health system of care, in order to ensure the availability and accessibility of high-quality preventive, primary and specialty care services.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or, overseeing or coordinating unit operations; or, functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience managing projects and/or operations. The desired candidate should also have experience creating new software systems, along with experience using project management software.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
