Main Purpose of Job

Evaluating program goals, standards, and controls related to the safety and security of DJS-operated residential facilities (detention and committed) to meet program objectives; developing short and long-range plans for the safety and security of programs. In addition, will represent the department in a liaison capacity with managers and officials of other agencies concerning safety and security. 

This position requires expert knowledge of the principles and practices of Residential Services, legal and regulatory authorities, procedures, and the operation of residential programs; a working knowledge of the principles and concepts of administration and management, and strategic planning methods. Must also have the ability to exercise sound judgement and discretion; to present ideas clearly and concisely and to demonstrate initiative and sound reasoning.

POSITION DUTIES

  • Conducts on-site facility safety and security inspections of committed and detention facilities. Review and conduct analysis of safety, security, and physical plant management. Develop, implement, and recommend procedures and action plans to ensure safety and security operations are efficient and in compliance with state and federal guidelines and regulations, agency standards, and department policy and procedures. Provide recommendations and action plans to ensure compliance.

  • Conduct management investigations related to facility safety and security breaches, loss of equipment, or misuse of safety and security equipment and report outcome/s to the required facility and designated Residential Operations executive staff.

  • Conduct audits of all facility safety and security equipment on an as-needed basis or as deemed necessary. Provide audit reports, tracking reports such as logs, etc. for record-keeping purposes and report results to designated Residential Operations executive staff.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in the social or behavioral sciences or criminal justice from an accredited four year college or university.

Experience: Three years of experience providing case management or resource specialist services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting.

Notes:

1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.

2. Candidates may substitute possession of a Master’s degree in the social or behavioral sciences from an accredited college or university for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Correctional Institution Administration classifications or Correctional Institution Administration specialty codes in the Miscellaneous Occupations field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • At least three years of work experience within a juvenile and/or adult correctional facility. 

  • At least one year of supervisory management experience in a detention, residential, and/or adult correctional setting.

  • At least one year of work experience in compliance monitoring and reporting safety and security in a juvenile and/or adult correctional setting.

  • Experience monitoring and evaluating juvenile and/or adult programs in residential, non-residential, and/or adult facilities for adherence to laws, rules, regulations, and procedures as well as contract compliance.

LIMITATIONS ON SELECTION

This recruitment is limited to current State of Maryland employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates must be willing to travel in and out of state to perform job duties.
