Introduction

The Maryland Department of Labor is accepting applications for the position of Administrative Officer I with the office of Occupational and Professional Licensing. This position will provide administrative support for the Executive Director, and the members of the Boards of Individual Tax Preparers, Foresters, and Secondhand Precious Metal Object Dealers. This is a Contractual position.

Main Purpose of Job

The main purpose of this position is to provide administrative for the Executive Director, and the members of the Boards of Individual Tax Preparers, Foresters, and Secondhand Precious Metal Object Dealers. The Administrative duties require; independent judgement and actions concerning applications for licensing and communication and customer services between the Boards and licensees. The job responsibility of this position is essential to the mission of the Boards for the accurate , timely, and efficient processing of license applications and other administrative operations of the Boards.

POSITION DUTIES

Duties of this position include, but not limited to:
  • Manages the application/reapplication process for applicants for licensure; maintaining licensing files licensees
  • Maintains customer relations between the Boards and;1) licensees regarding license renewal requirements, (i.e., continuing education); 2)assist Marylanders and individuals licensed in other states in understanding the educational, experience, and examination requirements for licensure in Maryland.
  • Prepares materials for the business meetings of the Boards including the preparation and distribution of meeting minutes, business agendas and related documents/materials; schedules formal hearings for Boards as well as appearances of individuals and groups with business before the Board.
  • Maintains the fiscal records of the Boards (cash deposit logs, license issuance and control files)

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DL/DUI) to determine whether any monies are owed to DL/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Contractual Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Contractual Leave

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
