Main Purpose of Job

The main purpose of the Human Service Administrator II position is to develop, implement, monitor and enhance procedures within a DSS district office to ensure achievement of goals and compliance with policies related to complex FIA programs (TANF, SNAP, Medical Assistance, Temporary Disability Assistance, and Emergency Funds). The incumbent achieves this through providing managerial and supervisory oversight/support to a large and diverse district office staff who provide direct services to low-income families and individuals, who are often in financial and emotional crisis. Plans, organizes and supervises an office of FI Supervisor(s), FI Lead workers, FI Specialists (FIS), clerical staff, and associated professionals who are involved in direct client service activities that must comply with federal and state laws and policies. Designs, develops, and monitors district processes and procedures and is responsible for the successful implementation of those procedures and evaluating their effectiveness.

POSITION DUTIES

  • Plans, organizes and supervises an office of FI Supervisor(s), FI Lead workers, FI Specialists (FIS), clerical staff, and associated professionals who are involved in direct client service activities that must comply with federal and state laws and policies. 
  • Designs, develops, and monitors district processes and procedures and is responsible for the successful implementation of those procedures and evaluating their effectiveness.
  • Oversees personnel activities by interviewing candidates for hire, monitoring performance, providing appropriate feedback, and taking appropriate actions with deficient employees. Also supports and makes recommendations for all training activities by evaluating staff needs.
  • Provides managerial oversight of the district office facilities and functions as primary liaison with landlords, property managers and agency operations staff located in other buildings. Manages budgets for supplies and client emergency assistance benefits.

MINIMUM QUALIFICATIONS

ExperienceEleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development, for the required experience.

2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to six years of the required non-supervisory general experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. One year of experience directly working with Family Investment Programs.

2. One year of supervisory experience.

3. One year of experience managing eligibility and determination programs.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date).
