Main Purpose of Job
The Human Service Administrator III position serves as the Child Support Program Administrator and provides supervision, resources and training to staff to effectively complete their job duties. Develops and mentor’s staff to meet performance goals and deadlines consistent with the Agency’s mission and vision. Ensures staff are placed in positions that will render the best outcome for the unit/division (skill sets are effectively matched to job function). Provides guidance, counsel, and discipline to staff. Communicates and/or clarifies policy. Evaluates work performance. Development and maintenance of relationships with subordinates that are both professional and conducive to fulfillment of unit/division goals and objectives (inclusive of conflict resolution). Reports directly to the Deputy Director of Operations.
More specifically, the Child Support Program Administrator provides leadership and managerial support to supervisors and staff providing Child Support services to children, their caretaker relative and their non-custodial parent. This position includes oversight and management of the child support legal unit that prepares and manages cases for Court. This position also oversees all emergency management services including sheltering, Family Assistance Center and COOP (Continuing of Operations Plan) planning, training and implementation for the Agency.

POSITION DUTIES
- Provide overall administrative and programmatic leadership.
- Manage staff in the most effective and efficient way to in order to meet program outcome measures.
- Manage all aspects of the disaster planning including sheltering, Family Assistance Centers and the COOP for the Agency.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.
Notes:
1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.
2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Five years of executive level leadership of a Child Support program
- Three years experience involved in emergency management services
- Three years experience demonstrating strong teambuilding skills
- Three years experience utilizing MDThink
- One year experience using Google Applications and Microsoft Office
