Main Purpose of Job

Responsible for supervising facility management personnel while performing various maintenance and housekeeping tasks within the physical plant of the Public Safety Education Training Center (PSETC), including landscaping operations and responsible for general administrative correspondence required for procurement, vendor contracts and annual reporting requirements.

POSITION DUTIES

Supervises the work of Maintenance and Janitorial Personnel;

Performs repairs and preventive maintenance as necessary;

Responds to emergencies while fulfilling on call schedule;

Supervises the operation of central air conditioning plants and equipment;

Organizes, schedules, and coordinates the technical building maintenance work and installation services  of employees assigned to the various trades sections and general services sections;

Prepares contractual specifications for construction or repairs via state solicitation process;

Inspects completed job assignments for adherence to trades standards or contract specifications;

Compares cost of completed jobs with original cost estimates;

Supervises and provides on-the-job training to employees;

Adjusts, maintains, and makes minor repairs to refrigeration and cooling equipment, and to other devices;

Prepares specifications for the requisition of equipment, tools, parts, and supplies;

Inspects and secure tools and equipment in the shop and work areas for adherence to safety, sanitary, and security regulations;

Performs other related duties.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate. 

Experience: Eight years of experience in stationary engineering, building maintenance or building construction trades including seven years of responsibility assigning, reviewing and approving the work of others and disciplining, evaluating the performance of  others. Two (2) years experience preparing and reviewing construction documents and project submittals.  

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in utilities classifications or mechanical maintenance specialty codes in the utility systems repair field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the practical application of electronics, hydraulic and mechanics as used in building maintenance work;

Knowledge of the principles of supervision in the building maintenance trades;

Knowledge of the Inventory practices along with care and storage of equipment and supplies;

Skill in scheduling, coordinating, and supervising building maintenance work;

Skill in preparing contract specifications;

Skill in determining the sufficiency of cost estimates prepared by others and preparing estimates of time and material required for a job;

Skill in interpreting and following blueprints, schematics and engineering specifications;

Skill in communicating effectively and  training employees in building maintenance work;

Ability to prepare specifications for tools, equipment, materials and supplies;

Ability to review building maintenance records for cost trends and unusual activity;

Ability to prepare comprehensive and concise reports on building maintenance activities along with keeping inventory records;

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification series may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
