Main Purpose of Job

The Procurement Officer II position at the Department of Juvenile Services (DJS) is the lead level of professional work in the procurement of equipment, services, construction, supplies, information technology, and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods.

Employees in this classification develop solicitation documents, conduct procurement projects, and provide technical assistance and training for the facilities and area office staff involved in procurement activities in accordance with State laws and regulations (COMAR Title 21) provide agency procurement technical interpretation, instruction, guidance, and assistance in accordance with State laws and regulations and are responsible for soliciting, evaluating, negotiating and awarding contracts, according to State procurement laws, procedures, and regulations.

POSITION DUTIES

  • Leads and provides instruction, direction and guidance to DJS staff involved in all procurement activities. Develops contract specifications including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals, and advertisement requirements in accordance with State procurement procedures, laws, and regulations for the procurement of all necessary services, supplies, equipment, real estate, construction, indefinite-quantity contracts, facilities maintenance, and commodities. Determines the basis for awards including evaluation criteria.  

  • Processes procurement transactions (solicitations [RFPs, IFBs, small procurement], contracts, contract modifications and renewals, IT Consulting and Technical Services (CATS), master contract procurements, IT Hardware master contract procurements, commodity purchases for all of DJS facilities and staff in accordance with COMAR Title 21 and DJS, Office of State Procurement, and the General Accounting Division’s (CPC) Policies and Procedures.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience, three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

3. Candidates for Option 2 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year for five years of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience ensuring appropriate interpretation of compliance with COMAR Title 21 and other Maryland State procurement laws, regulations, policies, and procedures;
  • Experience with FMIS, ADPICS, and eMaryland Marketplace Advantage (eMMA);
  • Experience soliciting and managing contracts for various categories of goods and services; such as Youth Services, IT Services and Goods, and knowledge of the DoIT process and Master IT Contracts, Janitorial and Maintenance, and Grants;
  • Current Certified Procurement Professional from the Maryland Department of General Services or any other certification that is related to Procurement;
  • Experience organizing, tracking, and being responsible for contract documents;
  • Experience with procuring Education Services, Youth Programming, Information Technology related supplies & services, Correctional related Supplies and materials, and Medical and Nursing Services.

LIMITATIONS ON SELECTION

This recruitment is limited to former and current State of Maryland employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.
