POSITION DUTIES

The Maryland Department of Public Safety and Correctional Services (DPSCS) is seeking a Deputy Director of Procurement. The right leader will assist the Director of Procurement in managing the entire procurement process in support of the Administration and its public safety operations. 

The Deputy will provide managerial direction and oversight to four (4) procurement units, which include: Services, IT, Maintenance, and Purchasing. Oversight of these procurement units will require the Deputy to supervise the preparation of all solicitations, obtain proper approval authority for solicitations over the Department’s delegated authority, assist in the determination of emergency procurements, ensure contract compliance, and other duties as required. The Deputy is expected to foster partnerships with various state agencies, the Board of Public Works (BPW), senior management within DPSCS, including the Office of the Secretary, and other internal/external stakeholders. The Deputy will assist in the implementation of executive-level direction received from the Director of Procurement, and the Deputy will also work closely with the Associate Director of Procurement to implement procurement policies and standard operating procedures, gather data for regulatory reporting requirements, and enforce corrective actions related to poor contract performances.

The selected candidate will have a thorough understanding of procurement and the relationship between the procurement process and applicable state and federal procurement laws and regulations.

MINIMUM QUALIFICATIONS

EDUCATION:  Possession of a Bachelor's Degree from an accredited college or university.
EXPERIENCE: Eight (8) years of professional contract management or procurement experience involving duties such as soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with Federal and State procurement laws, regulations, and conditions. Three (3) years of this experience must have involved supervising other employees.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience using Maryland's Financial Management Information System (FMIS)

2. Experience using Maryland’s eMaryland Marketplace Advantage (eMMA)

3. Experience performing the full range of procurement functions and duties in a Maryland state agency

4. One or more of the following certifications: Certified Public Manager from the National Association of Purchasing Management, Certified Professional Contracts Manager from the National Contract Management Association, Certified Public Purchasing Officer or Certified Professional Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc or National Association of State Purchasing Officers).


LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification, who have not already done so, must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
