Park Technician Lead

Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Maryland Park Service unit. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

LOCATION OF POSITION

Assateague State Park, 7307 Stephen Decatur Highway, Berlin, MD (Worcester County)

Main Purpose of Job

Responsible for supervision and maintenance of grounds, facilities and equipment at Assateague State Park including campground, Day Use area, marina, headquarters/shop complex and all buildings and grounds contained therein. The main facilities include 2 miles of Atlantic coastal beach; 11 restroom/bathhouse buildings; fishing pier; concessions building; 342 campsites; 3 youth group sites; dump station; 4 pump houses; Ranger Station & Headquarters office building; Nature Center & playground, and trail system. Responsible for inspections and record keeping as required.

Park Tech Lead may lead or supervise unskilled or semi-skilled laborers including contractual and seasonal staff, volunteers, interns, and youth corps members by scheduling work assignments, overseeing work projects, training on equipment use and maintenance, and training and oversight of safety protocols. 

Park Tech Lead may write specifications for renovations or new projects; participate in planning of renovations and new projects; and provide oversight to contractors. 

Park Tech Lead may assist in daily park operations including opening and closing gates and park buildings; monitoring facilities for cleanliness and safety; assisting visitors as needed; support for special events; and providing assistance during emergency response.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.            

Experience: Three years of experience in the skilled maintenance or construction trades, e.g. Electrician, Plumber or experience in the maintenance of a park, forest or wildlife facility.

Notes:

1. Candidates may substitute education in the field of forestry, wildlife biology or park management at an accredited college or university at the rate of 30 credit hours for each year of experience for up to two years of the required experience.

2. Candidates may substitute additional experience at the rate of one year of experience for one year of education up to four years of the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in equipment, facilities, and services classification or equipment facilities, and services specialty codes in the equipment, facilities, and services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience multi-tasking and working independently
  • Experience in small equipment repair and basic vehicle maintenance
  • Experience using a computer to fill out forms and utilize electronic e-mail
  • Experience operating tractors and heavy machinery
  • Experience leading work crews or volunteer groups in project completion
  • Experience in parks handling an event of emergency or facility breakdown

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Some positions in this classification are assigned duties which will require the candidates to be examined by a Physician. After an offer of employment, candidates for such positions will be given a medical examination to certify the ability to perform the essential job functions.

2. Upon permanent appointment, employees in this classification may be required to reside in the county, region, or park to which they are assigned.

3. Employees in this classification may be assigned duties which require a valid operator license for heavy equipment, such as bulldozers, back-hoes, payloaders or tractors.

4. Employees in this classification may be required to provide a telephone number listed in the agency’s telephone directory or on file with Forest, Park and Wildlife Communications Center in case of emergencies.

5. Employees in this classification may be required to attend training and be certified as a water plant operator.

6. Employees in this classification may be required to lift objects weighing up to 40 or more pounds.
