Main Purpose of Job
The Administrative Officer II will serve as the advanced level payroll
partner for MDE and a facilitator to the Department of Budget and Management
regarding payroll, timekeeping and leave activities. The incumbent in
this position will be responsible for examining and analyzing payroll reports
of employee gross wages and the variables associated with additional pay.
The incumbent will maintain and oversee the Department’s timekeeping and leave
activities for all MDE employees which include reconciling source documents to
the external Statewide Personnel Management System (SPMS). The incumbent
in this position will train and provide State Personnel Regulatory guidance to
employees, supervisors, managers, and OHR personnel.
Duties may include, but are not limited to:

Performs daily Payroll Audits identifying and researching anomalies of
employees for regular/temporary and contractual employees gross wages.

Create payroll summary reports from SPS Workday System daily each week
for regular and contractual pay periods to ensure that each payroll cycle is
completed accurately and on time meeting extremal control agency deadlines
according to established policies and procedures as it related to COMAR.

Perform audits from downloaded Workday payroll summary reports and
manually record journal entries for payroll transactions and events during the
payroll process each week.

Reviews and verifies SPMS Workday Time Tracking/Payroll Reports and
Statewide Personnel System (SPS) reports (source documents) to ensure
compliance with State Personnel Management Regulations and Guidelines, and
posts exceptions to adjustments into the SPS Workday Time System.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date)
ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.
SICK LEAVE – fifteen (15) days of accumulated sick leave per year.
PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
