Main Purpose of Job
The Administrative
Officer II serves as the Lead Worker for the Department’s PIA Team and as such
leads all subordinate staff dedicated to the Department’s effort to comply with
Maryland’s Public Information Act (PIA), 4-101 et seq. of the General
Provisions Article of the Annotated Code of Maryland.
POSITION DUTIES
1. Leads staff assigned to
PIA processing operations
2. Assists in the management
of PIA fee collection/processing as well as record
processing/distribution
3. Leads staff providing
centralized intake operations for the processing of PIA requests
4. Other duties as assigned
MINIMUM QUALIFICATIONS
Education: Graduation from an
accredited high school or possession of a high school equivalency certificate.
Experience: Two years of administrative staff or
professional work.
Notes:
1. Candidates may substitute 30 credit
hours from an accredited college or university for one year of the
required experience.
2. Candidates may substitute the possession of a
Bachelor's degree from a college or university for the required
experience.
3. Candidates may substitute U.S. Armed Forces
military service experience as a commissioned officer involving staff work that
included regular use of independent judgment and analysis in applying and
interpreting complex administrative plans, policies, rules or regulations or
analysis of operational programs or procedures with recommendations for
improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Experience in processing MPIA requests, preferably in a
leadership role.
2. Experience formulating, establishing or modifying program
goals specific to an MPIA program.
3. Experience conferring with other administrative officials,
program heads, staff specialists or others in order to exchange
information pertaining to the program, or interpret policies or offer
recommendations.
4. Experience in the identification and application
of redactions to video recordings, such as body worn camera video.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification
may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle
operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
In accordance with Section
2-204(b)(6) of the Public Safety Article, Candidates for position in this
classification will be subject to an initial drug screening and a complete
criminal background investigation to include a polygraph examination before
permanent appointment can be made. A criminal conviction may be grounds for
rejection of the candidate.
SELECTION PROCESS
The selection process for
this recruitment will involve a rating of the training and experience provided
on the application. Applicants who meet the minimum qualifications will be
placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and
QUALIFIED categories. The list will be used by the hiring manager to select the
individual to fill this vacancy. The list will be valid for one year.
EXAMINATION PROCESS
The examination will
consist of a rating of your education, training and experience related to the
requirements of the position. You may be required to complete a qualifications
supplement, or the rating may be based on your application. Report all
experience and education that is related to this position. Applicants may be
given a physical examination and will be subject to an interview, background
investigation, polygraph examination and substance abuse testing.
