Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Licensing & Regulation Investigator II. A Licensing & Regulation Investigator II is the full performance level of work conducting investigations to ensure compliance with State laws and regulations which govern the licensing and practices of business occupations and professions such as real estate sales transactions and home improvement contracting.

Main Purpose of Job

The main purpose of this job is to gather facts, and to prepare investigative reports to aid in the resolution of complaints filed with the Maryland Real Estate Commission by consumers against real estate licensees. The position also requires providing testimony in administrative & civil hearings and on occasion testimony in criminal prosecutions.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Investigates real estate complaints filed by consumers against real estate licensees, using interviewing skills and techniques, a thorough knowledge of real estate practice, real estate laws, real estate documents, meets with the parties to complaints, prepares a thorough written report of findings, responds to telephone inquiries and manages an investigative case load.
  • Meets with Department counsel to review claims, complaints and investigative reports to ensure that all pertinent documentation is included.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience conducting investigations of alleged non-compliance with state laws and regulations, which govern the licensing and practices of business occupations and professions.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Compliance Inspection and Support classifications or Compliance Inspection and Support specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience testifying at Administrative, Civil, and/or Criminal hearings.
  • Law enforcement experience.
  • Investigative experience.

Limited to current State of Maryland employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Upon appointment, employees in this classification possessing a business occupational and professional license or participating in any outside activity which may be deemed a conflict of interest by the Secretary of the Department of Labor will be required to put the license and/or outside activity in an “Inactive” status.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
