Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

A Compliance Supervisor is responsible for performing the same compliance duties at the Maryland Lottery licensed gaming facilities as the compliance representatives perform. Employees in this class are responsible for monitoring casino and sports wagering employees and vendors and ensuring that various aspects of the casino and sports wagering internal controls (ICS), COMAR, security and surveillance policies and procedures, and Responsible Gaming plans are adhered to; performing various licensing functions such as issuing emergency credentials and visitor’s badges, ensuring casino and sports wagering staff are properly credentialed, and any other request from the agency’s Licensing Division; meeting with patrons who may have a complaint concerning the casino or sports wagering operation; enrolling patrons who request to be excluded from Maryland casinos, lottery and sports wagering facilities into the Voluntary Exclusion Program; fingerprinting of casino and sports wagering employment applicants; identifying violations of the casino’s IC’s, as well as COMAR and preparing written reports documenting those violations; investigation of criminal violations by patrons and preparing written reports documenting those violations; investigating internal theft and criminal violations by casino or sports wagering employees and preparing written reports documenting their findings; utilize the casino’s surveillance system; ensuring VLT terminals are functioning properly; observing table game openings/closings and operations to ensure gaming is being conducted within all policies and procedures; monitoring sports wagering operations in each casino to ensure the proper policies and procedures are being followed; observing the VLT, table game, and sports wagering money drops and counts to ensure all monies are properly handled and counted; monitoring the delivery and shipment of gaming equipment; and any other duties MLGCA may deem necessary. 

In addition to the above described duties, the Compliance Supervisor is also responsible for creating the monthly schedules for their assigned unit; approving leave and ensuring that there is always adequate staffing; reviewing and approving timesheets in Work Day; ensuring that the compliance personnel are completing their assigned duties; addressing issues that may arise between the compliance personnel and casino staff; observing job performance of the compliance personnel and preparing performance evaluations (PEP’s); taking disciplinary action to correct deficiencies when necessary; tracking and requesting supplies; reviewing/editing/approving reports submitted by compliance personnel; conducts investigations into ICS, Under Age, VEP and MEP violations and employee criminal misconduct, ensuring all supporting documentation and surveillance coverage is submitted in a timely manner; and any other duties assigned by the Deputy Director and/or the Director of Compliance.

POSITION DUTIES

Serves as a liaison and establishes relationships with all levels of law enforcement, casino management, casino staff employees, all registered and certified vendors, and all necessary persons.

Responds to all patron complaints and questions and attempts to resolve all complaints from patrons in a satisfactory and equitable manner. 

Prepares a report for all incidents that occurs within the casino. 

Monitors all casino employees to ensure that each employee meets the Lottery's licensing requirement. 

Ensures that all casino employees have their credentials on their person and are visible for display. 

Works with the Lottery’s Licensing Department to ensure that all vendors, manufacturers, etc. are licensed in accordance with regulations. 

Provides assistance to the Lottery’s Internal Audit and Accounting Departments when requested or as needed.

Serves as on-site liaison for the central computer system vendor to ensure that all machines are communicating properly and to complete "ram" clears as needed; Engages in the practice of ongoing review of slot machine activity to ensure that all machines are functioning as required. 

Assist casino personnel with jackpot payouts to ensure meters are properly recorded and the payout is accurate and valid. 

Receives all state-owned equipment, including video lottery terminals into the casino, affixes the state asset tag, records appropriate information into the corresponding maintenance log and performs inventory of all State-owned equipment. 

Observes the gaming floor for suspicious activity, underage and/or intoxicated persons, excluded person and report same to appropriate Lottery and Casino personnel. 

Provides follow-up as necessary to ensure compliance. 

Coordinates activities with the appropriate Lottery personnel concerning all slot machine placements, replacements, floor plans, and all necessary Surveillance coverage with every floor plan change. 

Secures keys that the Lottery is required to control pursuant to Internal Control Procedures. 

Conducts inquiries regarding casino operating and secures copies of Documents, tapes/discs ,reports log, etc., that are necessary to ascertain with all laws regulations and internal controls. 

Ensures facility signage is in compliance with Lottery regulations. 

Maintains familiarity with all documents relating to casino compliance such as the property internal controls, property rules, regulations and Procedures and Lottery rules, regulations and internal policies. 

Perform other duties as required.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in investigative staff or professional staff work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in investigative staff or professional staff work for the required experience.

2. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours for each year for up to six years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non- commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

• Experience conducting investigations.
•Experience conducting regulatory compliance for gaming.
•Supervisory experience.
•Experience counseling employees. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of  Maryland.
