Work that matters.  The Maryland Department of Housing & Community Development (DHCD) is a national leader in affordable housing and community development.  Our team needs a HCD Financial Associate I who can assist in getting payments processed timely and accurately.  The candidate for this position must be able to take initiative and be able to propose a fix when a problem arises.  The chosen candidate will have a positive attitude, be a team player, accurately key in financial data accurately and provide great customer service (answer all inquiries both timely and professionally and ensure the inquirer is satisfied by the end of the day). 

The Division of Finance and Administration is seeking three enthusiastic individuals to serve as HCD Financial Associate I.  These positions will learn to perform and apply general accounting and analysis principles, payment processing including automated monthly-subsidized housing payments.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706. 

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The main purpose of the HCD Financial Associate is to provide support of a financial, analytical and administrative nature to employees in the Department while maintaining strong internal controls, thereby supporting the goals and mission of DHCD and the Division, as described in the Managing for Results (MFR) documents to fiscal control systems. The position will perform accounts receivable and payable activities, spreadsheet activities, billing, reconciliation and collection activities for DHCD clients in accordance with the Departments policies and State guidelines.  

This position will learn to perform and apply general accounting and analysis principles, payment processing or subsidized housing payments.  Employees in this classification may perform financial analysis of one or several HCD programs including but not limited to State-funded loan portfolio, multi-billion Community Development Administration (CDA) mortgage loan portfolio (financed with revenue bond proceeds), bond and loan accounting, cost accounting, federal fund accounting, grant accounting, systems accounting, State budget process, or general accounting. Employees in this classification do not supervise other positions.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate. 

Experience: One year of experience reviewing, verifying, recording, adjusting and balancing financial transactions. 

Notes
1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data on a year-for-year basis for the required education. 

2. Candidates may substitute six credit hours in accounting from an accredited college or university for the required experience. 

3. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Successful candidates will have accounts payable or payment processing experience.

EXAMINATION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
