Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The incumbent is responsible for the reporting, data collection, data integrity, and software systems for programs administered through the Division of Development Finance’s Single Family Housing. The systems consist of the Emphasys mortgage loan system as well as the historical data system of DocuShare. In addition, the position assists with design, development, maintenance, and production of all databases related to Single Family Programs and will monitor design and production of all reporting through the various programs.

The duties include: 
(1) database systems management, 
(2) collecting and inputting program data and providing analyses to SF management 
(3) systems support and training. 

This is a complex and technical position. It requires understanding of mortgage loan underwriting, computerized financial management systems, loan servicing and real estate finance.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management.

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, Architecture or any other related field and three years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management for the required experience. 

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification, loan specialist specialty codes in the loan specialist field of work, or as a commissioned officer in business and industry  classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with data analysis (compiling, formatting, reporting, presenting)
  • Experience with system configuration/management (maintaining and troubleshooting a public-facing web interface)
  • Experience with financial analysis (monitoring for discrepancies, creating financial projections based on historic financial data, identifying financial trends)
