Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low-income housing tax credits, federal U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP) and other federal funds.    The Maryland WAP works to improve energy efficiency, household safety, and educate the public on energy efficiency. The program assists low-income people and is focused on the elderly, disabled, families with children, consumers with high energy usage and the energy burdened. The goal is to keep Maryland citizens warm in the winter, cool in the summer and safe all year long while maintaining energy efficiency.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Assistant Weatherization Assistance Program (WAP) Manager will assist in managing the performance of the non-profit subgrantees that provide energy efficiency services on behalf of the State. This position will be responsible for ensuring WAP meets the contractual obligations with DOE and DHCD. This position will assist in providing management and oversight to ensure all program funds are spent and all units weatherized, while also ensuring quality work is performed within the federal and state rules and regulations. This position will also establish and foster partnerships with other agencies who oversee funds that can be leveraged to maximize the use of the federal dollars awarded to WAP. 

The position assists the single and multifamily teams in numerous capacities ranging from research, invoicing and track program expenses. Works closely with the Sr. Operations Manager and Program Managers to ensure communication on budgets, balances and allocations are correct. Monitor CDA programs and/or projects to ensure compliance with Federal, and State Laws and Regulations.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, Architecture or any other related field and three years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification, loan specialist specialty codes in the loan specialist field of work, or as a commissioned officer in business and industry  classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience collecting data, interpreting and recognizing trends and preparing reports
  • Experience managing and/or administering grant programs
  • Experience working with low income and/or at-risk populations

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position.
