The main purpose of this position is to provide a senior level of work in examining, analyzing, and interpreting financial and or construction data that the mortgage files may include but is not limited to financial statements, income statements, tax statements, profit and loss statements, cash flow position etc. Additionally, this position complements the Assistant Director/CDA Lending and Risk Analyst Senior IV’s job in managing the activities of the Maryland Mortgage Program; it underwrites residential mortgages, it supervises loan underwriting staff and manages the quality control process. It underwrites complex individual single family loans, oversees the performance of compliance reviews and reporting on issues with lender- processed loans and provides training and technical assistance to lenders and staff. The Mortgage Underwriter Manager performs at the supervisory level of evaluating the risk involved in granting loans for single family home mortgages. 

Single Family Housing’s goals are to help low and moderate income Maryland residents purchase and maintain their homes and to increase the percentage of low and moderate- income Maryland households who live in decent housing. 

This is a highly complex and technical position. It requires understanding of mortgage loan underwriting, computerized financial management systems, loan servicing and real estate finance. Administration of the program requires supervision of professional and support staff and making decisions and recommendations which change, interpret or lead to the development of public policies and programs.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The main purpose of Loan Underwriter Manager/CDA Lending and Risk Analyst Senior II is providing a senior level of work in examining, analyzing, and interpreting financial and or construction data that the mortgage files may include but is not limited to financial statements, income statements, tax statements, profit and loss statements, cash flow position etc. Additionally, this position complements the Assistant Director/CDA Lending and Risk Analyst Senior IV’s job in managing the activities of the Maryland Mortgage Program; supervise loan underwriting staff; manage the quality control process; underwrite complex individual single family loans; oversee the performance of compliance reviews and reporting on issues with lender-processed loans; and provide training and technical assistance to lenders and staff. The Loan Underwriter Manager performs at the supervisory level of evaluating the risk involved in granting loans for single family home mortgages. Single Family Housing’s goals are to help low and moderate income Maryland residents purchase and maintain their homes and to increase the percentage of low and moderate-income Maryland households who live in decent housing.

MINIMUM QUALIFICATIONS

Experience: 

Four years of professional financial/risk analysis experience, such as managing government programs, risk analysts, debt portfolios, examining and/or analyzing financial statements, budget, grant or real estate investment portfolio records and reports, or four years of experience in Construction Management (as applicable), and four years of professional financial analysis experience, such as managing financial asset and debt portfolios, or four years of residential construction discipline or multifamily construction management. 

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in Finance, Business Administration, Architecture, Economics, Accounting, Construction Management or a related field and four years of professional financial/risk analysis experience, such as managing government programs, risk analysts, debt portfolios, examining and/or analyzing financial statements, budget, grant or real estate investment portfolio records and reports, or four years of experience in Construction Management (as applicable) for the required experience.

2. Candidates may substitute the possession of a Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination and four years of professional financial/risk analysis experience, such as managing government programs, risk analysts, debt portfolios, examining and/or analyzing financial statements, budget, grant or real estate investment portfolio records and reports, or four years of experience in Construction Management (as applicable) for the required experience.

3. Candidates may substitute the possession of a Master’s degree from an accredited college or university in Finance, Business Administration, Architecture, Construction Management, Economics, Accounting or a related field and two years of professional financial/risk analysis experience, such as managing government programs, risk analysts, debt portfolios, examining and/or analyzing financial statements, budget, grant or real estate investment portfolio records and reports, or two years of experience in Construction Management (as applicable) for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting or Loan Officer Classifications, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience working with the Maryland Mortgage Program [MMP] 
  • Experience leading/managing of team of professionals (residential mortgage processors/underwriters) 
  • Experience with Government funded programs (Residential mortgage financing/underwriting) 
  • Experience with quality/control processes

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
