POSITION DUTIES

Under the guidance of the Director of Nursing, this position strengthens the delivery of clinical nursing care by developing, implementing and evaluating skills-based training programs for HCHD nurses and rotating nursing students and ensures compliance with COMAR regulations. This position rotates through all clinical programs to provide necessary clinical back up and to understand clinical issues that span multiple clinical programs, using this information to inform trainings. This position assesses the clinical nursing care through quality assurance and quality improvement initiatives and modifies training accordingly. This position works collaboratively with the Assistant Director of Nursing, Medical Director, Bureau Directors and Nursing Supervisors.

15% Training & Education
  • Develops and implements a comprehensive nurse orientation program for all nurses within Howard County Health Department. The orientation includes exposure to all nurse roles within the health department and the role of the public health nurse. These nurse roles are including, but not limited to reproductive health and family planning, immunization, tuberculosis control, and communicable disease. 
  • Develops ongoing education program for all nursing staff including but not limited to an annual review of clinical competencies, key topics that impact the health of the population, updates in public health nursing practice, results of quality improvement data, and evidenced based practice. 
  • Develops and implements skills development programs, monitors trends and implements educational strategies to ensure compliance with quality standards and parameters.
  • Educates staff in the use of new policies and procedures, standard operating procedures, standing orders, equipment, supplies and instruments.  Coordinates in-service trainings and workshops for staff.
  • Participates in the HCHD Workforce Committee and ensures that nursing core competencies and trainings plans are included in the Workforce Development Plan.

40% Clinical Nursing Services 
  • Provides clinical nursing services for HCHD health clinics as needed and in accordance with nurse practice act and education, which may include immunizations, communicable disease, tuberculosis control clinic and reproductive health and family planning. 
  • Records health status of patients, treatments administered, and other appropriate information in the patients’ electronic health record, and reports to the clinician, and to the nursing supervisor as indicated.
  • Performs phlebotomy.
  • Coordinates services with other staff, health services providers and agencies. 
  • Participates in an on-call rotation and afterhours call.
  • Participates in identifying community health needs and developing alternative solutions using health department and community resources.
  • Provides individual assessments of social determinants of health and makes appropriate referrals to a variety of community resources.
  • Evaluates the effectiveness of nursing interventions and recommends revisions as necessary.
  • Ensures pre-clinic preparation and post-clinic documentation are complete. 
  • Manages clinic flow for individual and concurrent clinics.
  • Collaborates on special projects in the community to promote wellness.

15% Quality Improvement/Quality Assurance Initiatives
  • Works with Director of Nursing, Assistant Director of Nursing and Nurse Supervisors to ensure all programs have quality improvement and quality assurance initiatives.  Works with supervisors to share results of initiatives with all nursing staff.
  • Participates in internal meetings, chart review process, audits and case study presentations to monitor services and ensure standards of best practice.
  • Works with Nurse Supervisors to conduct an annual review of the HCHD Clinical Operations Manual, Standard Operating Procedures (SOPs), and Policies and Procedures to ensure they are up to date. 
  • Ensures nursing staff is aware of any new or updated SOPs and Policies and Procedures through ongoing education and sign off.
  • Keeps up-to-date documentation of nurses ensuring all nursing licenses and trainings are current.  Shares documentation with HR.

15% Community Health Clinical Rotation Coordinator
  • Develops and implements an undergraduate student nurse clinical experience in collaboration with an accredited nursing program that allows each student to experience a range of services offered by the health department.
  • Works with the Course Director and Clinical Instructor to ensure clinical experience meets requirements.

10% Employee Health Nurse  
  • Ensures that new and current employees receive a health history review and are offered necessary immunizations according to policy. 
  • Ensures select employees  receive an annual evaluation for appropriate respirator protection.
  • Ensures that select employees receive annual TB skin tests or QFTs on an annual basis.
  • Maintains and ensures confidentiality of patient information and medical records.
  • Works collaboratively with Human Resources to ensure appropriate policies and procedures and developed, implemented, and evaluated to ensure patient and staff safety. 

5% Attends staff meetings and participates or leads medical discussions, training, case studies and lectures. Performs other duties as assigned

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in nursing from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute a Bachelor’s degree in a related field from an accredited college or university and one year of experience as a Registered Nurse for the required education.

2. Candidates may substitute two years of experience as a Registered Nurse for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classification or Nursing or Health Care Specialist specialty codes in the Nursing field of work on a year-for-year basis for the required education.  

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications:
- Experience developing, implementing and evaluating clinical trainings
- Experience developing, implementing and evaluating quality improvement/quality assurance initiatives
- Experience with using an electronic medical record
- Knowledge of clinic management
- Excellent communication skills (verbal and written)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.  A copy of your license or license number should be uploaded on your application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
