Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Maternal and Child Health Bureau (MCHB)'s mission is to protect, promote and improve the health and well-being of all women, newborns, children, and adolescents in the State of Maryland. MCHB programs and activities strive to strengthen and support the maternal and child health infrastructure, as well as ensure the availability and accessibility of preventive and primary care services for women, children, and adolescents.

This position is a leadership nursing position that provides consultation and guidance in strategic planning, development, utilization, and implementation of programs for Children and Youth with Special Health Care Needs (CYSHCN), within PHPA's Office for Genetics and People with Special Health Care Needs (OGPSHCN). This position will direct and staff established CYSHCN Programs, such as the Sickle Cell Disease (SCD) Long-Term Follow Up Program and the Birth Defects Reporting and Information System (BDRIS) Data Collection Program. 

This position will also provide planning, along with implementation guidance and support, to emerging CYSHCN priorities, in addition to clinical expertise and judgment to the Children’s Medical Services Program. Furthermore, this position will assist the Maryland Family Planning Program with quality assurance visits, as well as with facilitating meetings with grantees and updating administrative and clinical guidelines.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experience as a Registered Nurse, including three years of experience in an administrative, supervisory, consultative, or teaching capacity.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree in Nursing or health-related field from an accredited college or university, and two years of experience as a Registered Nurse in an administrative, supervisory, consultative, or teaching capacity, for the required education.

2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer, or higher as a Commissioned Officer in Nursing classification or Nursing specialty codes in the Nursing field of work, on a year-for-year basis, for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in the Maternal and Child Health field, including experience with children and youth with special health care needs. The desired candidate should also have experience managing programs, including monitoring work plans and budgets.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215, or possess a current multi-state license in party states which candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
