Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Maternal and Child Health Bureau (MCHB) seeks a dynamic, strategic, effective, and detailed-oriented Clinical Director for the Office of Genetics and People with Special Health Care Needs (OGPSHCN). This position will be expected to provide leadership and clinical expertise, as well as programmatic and policy experience, for children and people who have special health care needs, in order to eliminate disparities and improve outcomes.

The mission of the MCHB is to promote and improve the health and well-being of women, children, and families, in order to eliminate inequities and improve outcomes in the State of Maryland. Our initiatives strive to strengthen and support the maternal and child health system of care, in addition to ensuring the availability and accessibility of high-quality preventive, primary and specialty care services. 

This position will work closely with the Director of the OGPSHCN. This position will provide oversight of the Newborn Screening Follow-Up and Children’s Medical Services Programs, while reviewing workflows and implementing process improvements through a data-driven approach. This position will also provide clinical and policy expertise for the OGPSHCN, in addition to leading provider outreach for the office.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experience as a Registered Nurse, including four years of experience in an administrative, supervisory, consultative, or teaching capacity.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree in Nursing or health-related field from an accredited college or university, and two years of experience as a Registered Nurse in an administrative, supervisory, consultative, or teaching capacity, for the required education.

2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a Commissioned Officer in Nursing classification or Nursing specialty codes in the Nursing field of work, on a year-for-year basis, for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have supervisory experience, as well as experience managing health-based programs. The desired candidate should also have experience reviewing, analyzing, developing, and/or implementing health policies.

Additionally, the desired candidate should have professional experience in the public health field, including experience working with children and youth who have special health care needs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215, or possess a current multi-state license in party states which candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
