Main Purpose of Job

The purpose of this position is to perform advance level internal auditing work by conducting financial compliance, economic efficiency, and program results audit of CSA records in the 24 local child support offices and the Central office to verify its correctness and determine compliance with Federal and State regulations and requirements. The position manages and coordinates the audit procedures, accounting policies, adequacy of financial controls and the reliability of financial information reported by the CSA and the 24 Local Offices. The appropriateness of data underlying such financial information is monitored through internal accounting controls and generally accepted auditing standards. 

This position will also review system implementation for audit integrity, and assist in the design of the internal control structure applying accounting system applications to maintain acceptable auditing standards. This position requires the responsibility of conducting case reviews, preparing the annual report to the Department of Health and Human Services (DHHS), corrective action technical assistance and follow-up as mandated by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA). This annual report must consist of statewide results of the review, statistical and financial data obtained from the statewide-automated system which documents the levels of accomplishment, and rates of improvement in meeting federally mandated performance measures. In addition, the report must provide information related to new programs and initiatives that provide better customer services.

POSITION DUTIES

  • Plans and performs financial operation audits and program reviews of CSA's offices to include corrective action plans.
  • Reviews policy and procedures in order to monitor 24 local and central offices performance in resolving federal, legislative and internal audit deficiencies as required by federal and state child support regulation and policy.
  • Prepares audit plan, assesses and identifies the units operation activities that need to be audited at the 24 local child support offices.
  • Plans and coordinates statewide self-assessments of the 24 local offices using CSA’s self-assessment procedures to determine compliance with Federal program requirements.
  • Develops self-assessment review results for use in compiling reports for distribution to the 24 local agencies, and for use in developing corrective action plans to resolve deficiencies to meet program performance standards.
  • Ensures that reports of self-assessment results are developed for distribution to the 24 local agencies. Provides information on non-compliance cases and requests corrective action plans to resolve deficiencies in accord with CSA's self-assessment policy and procedures.
  • Prepares final reports to the 24 local directors documenting their jurisdiction’s compliance with Federal Case Processing, Performance Measures and Program Service Enhancements as determined by self- assessment reviews and corrective action activity as provided for in federal policy and CSAs policy and procedures

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education:   A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university for one year of the required experience.

3. Candidates may substitute one year of professional accounting experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience planning and performing audits within governmental agencies (federal, state, or local).

One year of experience utilizing the Code of Federal Regulations (Grants and Agreements).

One year of experience developing corrective action plans to resolve deficiencies and ensure compliance with audit recommendations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
