POSITION DUTIES

In this position you will perform the duties of an Internal Auditor Officer, responsible for the advanced level of internal Audit of Central Payroll Bureau. Responsible for conducting full range of Accounting and Operational Internal Audits ensuring compliance of Central Payroll Bureau records with documented procedures. Ensure all State agencies remain in compliance with documented reconciliation procedures between external Timekeeping Systems and the Central Payroll Bureau 'Gross to Net Calculations and Reporting' process. This effort involves developing, administering and compliance evaluation of procedures as they apply to any/all State agencies. Additional responsibilities to streamline non-effective processes and evaluates the adequacy and effectiveness of internal controls. When assigned, incumbent would offer independent evaluations to the Director or Deputy Director on the impact of suggested major system enhancements or core system upgrade considerations.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience:  Four years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

NOTES:

  1. Applicants who have met the requirements for admission to the CPA examination prior to July 1,1974 will be considered to have met the educational requirement referenced above.
  2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university for one year of the required experience.
  3. Candidates may substitute one year of professional accounting experience for one year of the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.
** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. LICENSES, REGISTRATIONS AND CERTIFICATIONS

  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. 
  • Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
