Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Information Technology Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The main purpose of this position is to apply basic PMI Project Management processes, State of Maryland SDLC practices, DNR IT policies and procedures to complete IT projects contained within the DNR-ITS portfolio. The Project Coordinator provides technical support, and assists the CIO, Director of IT Project Management, CISO, IT staff, Executive Assistant, DoIT staff with the administrative tasks associated with the day-to-day execution of projects, tasks, and tickets for DNR business units. The support includes (but is not limited to) communication, procurement, coordination resources and meetings. This position often will have first contact with stakeholders from DNR business units requesting and/or participating in possible projects, issues, tasks, equipment from DNR-ITS. This position will assist in the creation of technical project documents and tracking ongoing IT projects and tickets. This position will also assist in customer relationship management to ensure DNR-ITS is within constraints and customer needs.

MINIMUM QUALIFICATIONS

Experience: Five years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology-related field to include course work in systems analysis and applications programming using generally accepted computer programming languages for four years of the required experience.

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for four years of the required experience.

3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or evaluating, implementing and maintaining microcomputer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.

4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, or other information technology related field to include course work in systems analysis and application programming using generally accepted computer programming languages or in operating systems and data communications technology and one year experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining or modifying operating systems for computer for the required experience. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • PMI's Certified Associate in Project Management (CAPM) or higher
  • Five Years of Hands-on Technical experience in a lead data role that helping an agency or company make business decisions.
  • Professional experience developing or interpreting information data policies, procedures, and strategies from stakeholders
  • Experience with SQL.
  • Experience managing inventory and reviewing supplier proposals and contracts
  • 5 years of professional experience acquiring equipment, services, and equipment from external vendors through every action of a procurement process
