Main Purpose of Job

The IT Assistant Director IV reports to the Chief Portfolio Officer and works in close partnership with the DHS program staff, MDT Applications Directors, and MDT Executive team to develop and implement approaches, processes, and procedures to support the planning and management of all DHS application systems. This position assists the Chief Portfolio Officer with planning and oversight of project management on all applications, monitors progress, and reports status from applications for use in Federal Partners and the DHS Executive Team reporting. Closely monitors high-priority initiatives and provides support to the Chief Portfolio Officer and direction to the MD THINK team. Provides guidance in PI planning while translating technical concepts for the business where required. Provides input and review for Advance Planning Documents, contract, procurement, and budget tracking for all products and services required for the operations and maintenance of DHS programs. Assists with change control management and tracking processes for all work undertaken for DHS on the MD THINK platform. Provide guidance and support to the Executive Director of MD THINK. Provide guidance and analysis, identify, manage risks and dependencies while facilitating communication across teams. Delivery of projects, planning (using a scaled Agile framework), on time at/under budget and within scope. Identifies unauthorized priority changes or additional demands on MD THINK resources that have not been approved.

POSITION DUTIES

  • Key Stakeholder Reporting, Oversight & Project Program Management
  • Ensure effective change management throughout the course of the project; employ agile and project management methodologies and tools. 

  • Employ established MD THINBK reproject management methodologies and tools. 

  • Identify, coordinate, and monitor utilization of resources by program stakeholders and on all projects.

  • Communication lead between MD THINK and DHS Communications, and internal/external key stakeholders to share project updates and key deliverables on a consistent, regular basis throughout the lifecycle of the project.

  • Assist CPO with planning and managing the portfolio of DHS products. 

  • Work with application and technical teams to monitor progress on Executive priorities and develop materials related to status and processes for completion, change control and scope management.

  • Assist CPO with coordination with external agencies to handle processing of requests for support or solutions on the MD THINK platform including Initial requests,  identification of funding, MD THINK work requests, work authorization where appropriate, roadmap planning in collaboration with the MD THINK teams. Collaborate with MD THINK legal on development and modification of statement of work with external agencies. 

  • Participate in and track action items from the change control board meetings and follow up to ensure program authorizations are recorded and MD THINK activities are taken appropriately.

  • Provide guidance on MD THINK standard processes for change control, work requests, work authorizations, scope of work, defect management and reports.

MINIMUM QUALIFICATIONS

Education: Bachelor's Degree in computer science or information technology  

or

Experience: Eight years IT Project Management experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:
  • 10 years of experience in an IT environment in roles such as business analysts, programmers or project coordinators. Responsible for organization,, conducting, planning and implementing various technical projects either for the company or its clients to roll out. 
  • One year of experience and knowledge of Agile platform.
  • Seven years experience in computer development work with a project-based focus and experience working with IT Teams.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

 

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
