Main Purpose of Job

Under the close supervision of the Supervisor of the Systems Testing and User Support Unit in the Bureau of Systems Modernization and Information Analysis (BSMIA) of the Family Investment Administration (FIA), this position contributes to the mission of the Department of Human Services to assist people in economic need, increase prevention efforts, and protect vulnerable children and adults by assisting with FIA Systems Testing for all of the programs administered by the FIA that are currently or will be incorporated into the Eligibility and Enrollment, CARES, myMDTHINK, and FIA systems. This position is responsible for assisting in developing and documenting test cases, testing plans and procedures in an agile environment. The incumbent in this position designs and executes IT software tests, evaluates results to ensure compliance with applicable regulations and assists FIA User Acceptance Testers with the systems testing process.

POSITION DUTIES

Learns to design and execute IT software tests, evaluate results to ensure compliance with applicable regulations. Learns to manage, monitor and report on testing defect management. Learns to record test scripts, defects, and acceptance in Version One Tool. Learns design and prepare all needed test data. Learns how to review test results and evaluate results for conformance to design. Provide technical pre- implementation support on system user acceptance testing to DHS staff, staff in Local Departments of Social Services and other stakeholders. Provide User Support to DHS staff and staff in Local Departments of Social Services during system implementation. Ability to learn FIA Policy, laws, regulations, policies, and procedures for programs within the scope of responsibility of this position. This includes federal reporting and Program Policy.

MINIMUM QUALIFICATIONS

Experience: Four years of experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and two years of experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications for the required experience.  

2. Candidates may substitute experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications on a year-for-year basis for a high school education.

3. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Human Resources Management, Public Administration, Information Technology or other related field with specific coursework in the structure and use of automated information systems for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

SELECTION PROCESS

The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies. 

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
