Main Purpose of Job

This position provides support to Howard County Health Department (HCHD) Bureau of Family Health Services (BFHS) and is primarily stationed at the Howard Community College Wellness Center branch of HCHD reproductive health services. This position provides clerical support and medical billings support to the clinic according to Title X guidelines. Additionally, this position would assist with campus outreach and provide guidance to clients on accessing their health care benefits.

POSITION DUTIES

50% - Medical Billing Management of HCC Wellness Center Clinic 
  • Interviews clients to determine insurance status using Electronic Health Record (EHR), Electronic Verification System (EVS) or other insurance portals; follows up with pending insurance status of clients
  • Obtains authorization/pre-authorization when necessary
  • Enters all financial information into EHR, verifies deductible and determines fee scale eligibility by obtaining proof of income
  • Creates e-superbill charges for clients at the end of each visit and submits claims
  • Collects and processes payments (Check, credit card, cash) and reconciles daily End of the Day collection reports and submits to Fiscal

25% - Clerical Support
  • Registers new clients into EHR
  • Assists clients with making appointments and using EHR kiosk, scans identification cards and any insurance cards, verifies and updates demographic information
  • Provides follow up appointments for clients at the end of the visit
  • Communicates with Health Department (HD) Front Office staff when necessary to refer or schedule clients at the Main Office
  • Assists with telephone triage and transfer to the appropriate staff member
  • Reports any issues to CHNII or clinical Office Manager
  • Participates in rotating assignment for clerical coverage in community clinics as assigned

25% - Resource Guidance 
  • Provides guidance as needed either through individual education or group discussion on additional health department services and community resources
  • Provides guidance on accessing health care and available benefits for those with public, private, or no health insurance benefits

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications

- Bilingual in Spanish
- Experience working in a medical office
- Experience with electronic health records
- Experience working with health insurance providers, including Medical Assistance 
- Experience with Medical Billing

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
