Main Purpose of Job

This position will act as the Fee Assessor working directly with the public by doing fee assessments for clients accessing Mental Health Service, face to face intake interviewing to retrieve demographic, insurance, and income information, entering this information into electronic patient account system, obtaining initial authorizations for all new Mental Health clients through web based program, establishing an uninsured span (Grey Zone) for clients who do not have insurance and meet the Gray Zone eligibility criteria, complete and submit application to LBHA, maintain contact with LBHA to track status of application for all Grey Zone applicants, complete “Open Chart” process for new clients to include creation of charts, collection of records, completion of client registration in EMR, and cross-referencing in INSIGHT prior to clinic/family contact, coordinate with therapist as needed, maintain client fiscal charts; initiate and prepare account audits to ensure accuracy of client information by meeting with clients regularly to update agreements ensuring accurate client files for billing, adjust accounts as needed when clients have changes, enter data and maintain spreadsheets that list all service approval spans, renewal dates, claims and gap services as needed, bus passes, and any other fiscally based client service, refer to Insurance Navigator or assess for Gray Zone eligibility if client has lost insurance; check EVS, IVR, and Auth List and Perform Appointment Reminder Calls daily, for Scheduled Clients, check the EVS system, to confirm that scheduled Medicaid clients have active Medicaid coverage, check IVR system, to confirm that scheduled Medicare clients have active Medicare coverage, checking Auth list, for active Medicaid service authorizations and/or up to date Medicare treatment plans, perform reminder calls; billing with Process Encounter Forms and Denied Billing Claims by review Encounter Forms for billing codes, entering billing codes from Encounter Forms into billing system, recording completed Encounter Forms in tracking spread sheet, files Encounter Forms in binder system, reviewing denied Medicaid claims, check denial codes, check Medicaid authorization status, check name, address etc. with IVR, ASO, or Medicaid; Medicare denials, check plan status in IVR system, check deductible; continue follow up with ASO and Medicare; forward all processed denials to MHS Director for final determination; forward outcomes to Health Department fiscal accounts department; process and Manage all Mental Health Services incoming and outgoing Invoices and related quarterly and annual reports by following correct process for each particular invoice including Ad Astra, We Interpret, Ricoh, and independent foreign language interpreters, collecting data and complete reports including LEP Report and Deaf and Hard of Hearing Report; Administration/Front Desk/Front Office reception by answering main line telephone, schedule/cancel appointments, answer questions, providing information, communicating clearly with clients checking in, scheduling future appointments, and schedule with appropriate physician, psychologist, or therapist, obtaining necessary information for new client registration/intake and enter info in Electronic Medical Record, asking for, receive and post payments for clients in the fiscal system, posting and processing payments by preparing deposit slips, accurately posting payments to clients’ accounts, performing other admin duties such as file, fax, and copy, providing backup for clerical co-workers when absent, taking a break, or at lunch, other duties as assigned; responsible for opening and closing of clinic, participate in Health Department wide activities as necessary to promote awareness of Public Health issues; actively participate in mandatory state trainings through the HUB and TRAIN.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Basic fiscal experience
  • Experience in medical billing, including Medicare/Medicaid
