POSITION DUTIES

The Division of Recoveries and Financial Services (DRAFS) is the sole state agency responsible for operating Third Party Liabilities (TPL) programs through which other sources of payment for Medical Assistance (MA) recipient’s health care are discovered and the monies spent on behalf of the recipients is recovered from sources allowed by federal and State law. The Division is a branch of the Office of Finance. The TPL Coordination Unit of DRAFS receives and processes upward of $400 million dollars yearly.

The main purpose of this position is to do manual reconciliation of Daily Accounts Receivables of the Third-Party Liability Coordination Unit, which involves ensuring that all checks received by the DRAFS are deposited and posted on the right holding accounts in a timely manner. Verifying and confirming that all checks listed in the original Master Check Logs are reconciled with check entries in the division’s Daily Deposit Reports (located in Cash Desk Accounting System) and cross-referenced with the bank statement. Eliminating errors in check processing by listing them in discrepancy records and submitting them for correction to the appropriate agents. Collecting, producing, and maintaining complete documentation for verification, error correction, and financial control purposes. Coordinating with MCO’s, Providers, and Contractors / Vendor to ensure that all reports, payments and claims are correct and posted. Processing of credit adjustments, transfers, and or refunds to MCO’s, Providers, other State agencies and or Contractors / Vendors.  

Additionally, provide help with documents filing and other basic office duties.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience providing internal/external customer service.   
  • Experience entering information into a computer database.  
  • Experience with Microsoft Word and Excel.
