Introduction

This is a Position Specific Recruitment for the State Department of Assessments and Taxation, Accounting Division.  The resulting Eligible list will be used to fill vacant positions within the agency.

Main Purpose of Job

As a full performance Fiscal Accounts Technician II, this position independently manages the Accounts Payable function for the St. Dept. of Assessments & Taxation (SDAT) and the Property Tax Assessments Appeal Board (PTAAB). Serves as the first lever of Fiscal Accounts review for all incoming and outgoing revenue transaction records for (3) major divisions: UCC, Charter, Personal Property. Responsible for input and maintenance of data entered into RST ARS AND ADPICS.

POSITION DUTIES

Reconciles all receipts (checks, cash and credit cards) submitted by the following units: Charter Services, Resolutions, Personal Property, Ground Rent, UCC and Legal Department.

Prepares the daily bank deposits for all checks with review of cash receipts and credit cards receipt transactions. Scans checks through Wells Fargo desktop banking service. Prepares special financials reports and spreadsheets for use by the Accounting Division, as requested. 

This position manages Travel/Mileage Expense Reimbursements. Audit expense and mileage forms for proper completion, verifying calculations and proper receipts. Batch and enter data for processing of payments through the Financial Management Information System for SDAT, 24 local offices, and Property Tax Assessments Appeals Board. 

Report any discrepancies to employee or supervisor and tracks reimbursement forms by email notification. Tracks and research Expense Reimbursements to give status of reimbursements to employees upon request. 
Allocation of aged accounts and reallocations upon request from other units. 

Review and process interagency invoices into RSTARS systems for accurate fund distribution in a timely manner. 
Distribution of daily and monthly RST ARS reports. 

Resolves customer calls concerning voids, non-payments, refunds and NIC duplicate payment discrepancies in a timely manner. 

Other duties as assigned to improve the efficiency and operation of the Accounting Division. To provide excellent service to internal and external customers to meet the Department of Assessments & Taxation goal. 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience with various financial databases.
2. Experience with working with the Financial Management Information System (FMIS). 
3. Experience with performing reconciliations.
