Main Purpose of Job

The position is the full performance level responsible for carrying out the financial operations of State and County Systems.  The position controls, records, balances, reviews, and approves financial transactions in accordance with prescribed procedures utilizing four major accounting systems— FMIS (Financial Management Information System), D-365, E&E, and CJAMS.  The position also extracts data from accounting systems and summarizes financial information for reports utilizing personal computer spreadsheets in support of all the programs of the Agency.

POSITION DUTIES

  • Financial Management: Plans, organizes, directs, and controls the accounts payable activities and utilization of funds of the agency by applying general management principles to financial resources; assists, guides and instructs staff on policy interpretation or transaction problem resolutions. 

  • Talent and Technology Management: Finds, develops, and grows talent now and into the future while embracing modern tools and technologies to ensure a seamless workforce experience, including partnering with Fiscal Services Chief and team to foster organizational, culture and values focused on consistency, flexibility, professionalism and respect.

  • Account Management: Collaborate with Services staff to ensure the accuracy of the accounts as well as monitoring and managing Child Savings Accounts.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of Supervisory experience.

One year of experience working with Microsoft Office Suite (Word, Excel, and PowerPoint).

Six months of experience working with Adobe (AdobePro, AdobeReader, and AdobeSign).

Six months of experience with Dynamics 365 and QuickBooks.

Six months of experience in Financial Management Information System (FMIS).

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
