Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Fiscal Service Administrator I. This skilled position serves as the Deputy Chief of Accounting for the Department of Labor. A Fiscal Services Administrator I is the managerial level of work directing and coordinating fiscal activities to include accounting, budgeting or auditing for a secretariat level department or independent agency, or administering specialized fiscal programs involving commercial enterprises, revenue bonds, independent investments or financial analysis of private corporations.

This is a Management Service position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main purpose of this position, Deputy Chief of Accounting, is to assist the Chief of Accounting to oversee the accounting and reporting for the Maryland Department of Labor. This position helps oversee the accounting and reporting for state, federal, and special funds. This position assists in the oversight of general accounting, cash management, cash forecasting, financial reporting, working fund, time distribution and accounts payable.

POSITION DUTIES

Duties of this position include but are not limited to:
  • This position ensures internal compliance with generally accepted accounting principles (GAAP) and State/Federal policies and procedures.
  • This position requires a thorough knowledge of GAAP, with emphasis on governmental accounting practices and is required to assess, interpret and implement complex Federal and State laws, accounting policies, rules and regulations governing the fiscal and accounting matters of the LABOR.
  • The incumbent is responsible for developing and revising fiscal procedures within the Department.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

5 years of experience using the State of Maryland’s Accounting and Fiscal computer software programs (FMIS, ADPICS, R STARS)

5 years supervisory experience

Experience using Microsoft Office Suites

Experience with a year-end closing cycle
