POSITION DUTIES

The position provides leadership and direction in the day-to-day operations of the Department of Aging’s fiscal and operations division. The position manages the following fiscal activities: budgeting, accounting, internal /external auditing, and financial reporting. This is a Management Service position and serves at the pleasure of the appointing authority.

  • Legislative Activity/Budgeting: Assist the Chief Financial Officer (CFO) in the coordination and preparation documentation for departmental budget initiatives. Assist in the preparation and delivery of budget testimony and respond to follow-up request from the Department of Budget and Management and the General Assembly;
  • Financial Reporting: Periodically assist the CFO with the financial reports for use by the Secretary of the Department, Deputy Secretary, and management staff. Prepare, analyze, and interpret financial and narrative reports of fiscal services activities and projects. Prepare cash flow and expenditure projections for gran programs to assist program directors and to determine if deficiencies or surpluses are likely to occur in a specific grant program;
  • FMIS: Manage the FMIS system to ensure that financial operations are successfully processed through the systems in accordance with appropriations and that required operations, including closeouts are completed accurately. Ensure that internal controls/separation of functions are maintained according to State guidelines
  • Personnel Management: Plan, coordinate, supervise and evaluate the work of staff engaged in accounting by using the Performance Management Model;
  • Budgeting and Fiscal Services: Provide technical and administrative direction to staff to ensure that all fiscal operations are in compliance with applicable laws, regulations and standards of professional practice. Assist the CFO with coordination and review of proposed admin budgets and financial plans as a basis for recommendations to the Secretary and Deputy Secretary. Oversee responses to findings and implementation of corrective actions required by audit reports and financial monitoring visits.

MINIMUM QUALIFICATIONS

Education: Master's Degree in Business, Accounting or Finance

Experience: Three years Legislative budget preparation and budget hearings experience; three years managing State and Federal budgets; one year of FMIS and ADPICS experience; five years experience supervising staff; three years Federal reporting (SF425 reports) experience.
