Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

The Senior Director of Finance directs and manages the Budgeting, Finance, and Accounts Receivable departments. The main purpose of this position is to assist and support the Chief Financial Officer in the preparation of various required reporting and reconciliations. The incumbent works closely with external, internal and legislative auditors; Agency Accounting personnel; other State agencies' (such as Maryland Department of Budget and Management, Maryland Department of Legislative Services, Maryland State Treasurer's Office, Comptroller of Maryland's Office, etc.) personnel, vendors, etc. They provide guidance and direction while overseeing professional development and technical training to staff and are responsible for evaluating, developing, and implementing policies and procedures as they relate to the areas listed above.

POSITION DUTIES

As part of the Accounting Department, the Senior Director of Finance oversees the professional staff of the Budgeting, Finance, and Accounts Receivable departments.  This includes maintaining and organizing documentation; coordination with various personnel (internal and external); and oversight over the various budget, finance and accounts receivable processes. The Senior Director of Finance is responsible for reconciling various transactional activity and performing corrective actions as needed.  They must be able to present information clearly and concisely; exercise judgement and discretion; and may work on sensitive and confidential projects.  This position is responsible for the Agency's annual state fiscal year end closing.  

Performs other related duties. 

MINIMUM QUALIFICATIONS

Education: Bachelor's Degree from an accredited 4 year College or University, MBA Preferred. 


Experience: 5 or more years of Management experience. Excellent organization and communication skills required.     


NOTE: Applicants may substitute additional experience as described below for the required college education on a year-for-year basis.    


• Experience of 3-5 years in reconciling transactional activity.   

• Experience of 3-5 years in the State of Maryland's Financial Management Information System   (FMIS) use and report review.   

• Experience of 3-5 years of direct supervision of employees.   

• Experience of 3-5 years in budget creation, implementation and monitoring.   

• Experience in the State of Maryland's Annual Closing and creation of the Annual Closing     Package.   

• Experience of 3-5 years in accounts receivable and accounts payable processing.

DESIRED OR PREFERRED QUALIFICATIONS

· Experience overseeing a financial department

· Experience conducting financial audits

· Experience involving financial forecasting

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
