LOCATION OF POSITION

Main Purpose of Job

The incumbent will direct all fiscal activities within the Maryland State Police Finance Division. This will involve performing and overseeing all accounting, analyzing and auditing responsibilities for the Department of State Police. The incumbent will directly supervise the Finance Division staff, comprised of accountants, fiscal accounts supervisors and fiscal accounts clerks. The incumbent will be responsible for three primary units: Accounts Payable, Payroll and General Accounting. The incumbent will be responsible to ensure all fiscal transactions are entered in accordance with procedures and standards established by the Department of State Police, the Department of Budget and Management and the State Comptroller's Office.

POSITION DUTIES

Directly supervise Finance Division staff, consisting of accountants, fiscal accounts supervisors, and fiscal accounts clerks. Provide effective internal controls to ensure the accuracy of fiscal records and to protect from waste or fraud. Prepare, analyze, and interpret financial reports and activities. Direct and support the activities of staff engaged in entering, reviewing, and approving financial transactions on behalf of the Department.

The Finance Division consists of three primary units that the incumbent will provide daily oversight and support. The incumbent will also fill in for, and perform the job duties of, absent staff, to include: Accounts Payable, General Accounting and Payroll.

Develop and implement new and revised fiscal policies, procedures, and standards in an effort to maximize effectiveness and efficiency of the Finance Division.

Implement and maintain performance standards and review fiscal activities to ensure sound fiscal judgements and program objectives are being met.

Meet with Department Command Staff, State and Federal officials, representatives of financial institutions, auditors, and vendors to discuss and resolve financial issues.

Responsible for the reconciliation of the Control Account for the Department's fixed assets/capital equipment.

Other duties as assigned by Supervisory or Command Staff.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of supervisory or managerial experience in financial services.

 NOTE: Experience working in financial services, in a supervisory or managerial capacity, may be substituted on a year-for -year basis for the required education

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

 1. Experience working with F.M.I.S (Financial Management Information System, to include R*STARS, ADPICS and View Direct.

 2. Experience working with the State's SPS system, specifically Workday.

 3. Experience with financial audits.

 4. Knowledge of the State of Maryland's financial operations and procedures.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates for positions in this classification are subject to a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. It is, therefore, essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST, BETTER  or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants will be subject to an interview, background investigation, and polygraph examination.
