Main Purpose of Job
The Director of Budget Management oversees and coordinates all Departmental functions related to the preparations and negotiation of the Department of Human Services (DHS) annual operating budget. This position monitors and executes the agency's budget, including proper fiscal close-outs. In addition, the Director is responsible for all aspects and modules of the State-wide Financial Management Information System (FMIS), Accounting (R*STARS and purchasing (ADPICS) and oversight of Large Metro Fiscal Operations.
POSITION DUTIES
- Ensures maximization of the utilization of State and Federal funds by implementing strategic budgetary policies.
- Prepares, reviews and directs the preparation and presentation of budget data to Department of Human Services Management,
- Attends budget negotiation meetings with Department of Budget and Management, and Department of Legislative Services.
- Maintenance of the Department's position control file.
- Evaluation of employee's performance according to the Personnel and Performance Evaluation (PEP) regulations.
- Assign, review and direct preparation of fiscal impact statements related to proposed regulations authorized by Department of Human Services as well as bills being considered by the State Legislature.
- Coordination and review of the Department's Testimonies presented in the annual Legislative Budget Hearings.
- Conducting aspects of the Departmental Year-End Closing process for fiscal soundness.
- Reviews and approves financial segments of Contracts, Gant submissions, reports and other pertinent programmatic documents that impact the fiscal condition of the Department and the State/develop responses to Legislative Joint Chairmen Report.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s Degree from an accredited college or university in Business Administration, Finance, Accounting, or related field.
Experience: Five (5) years of professional experience with analyzing and developing financial, budget, and control systems for multiple programs. Two years of experience with Maryland State budgeting procedures and/or management.
Notes: Applicants may substitute one year of professional accounting or auditing experience for one year of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- A Master’s Degree from an accredited college or university in Business Administration, Finance, Accounting, or related field.
- An active Certified Public Accounting (CPA)
- One year experience of program budgeting and allocation of financial resources.
- One year experience in the interpretation of State and Federal Statutes and regulations.
- One year of the experience using ADPICS and R*STARS for accounting purposes; BARS for budgeting purposes.
- Two years of supervisory experience.
