LOCATION OF POSITION

This position is with the MD Department of General Services, Office of Fiscal Services, located at 301 W. Preston Street, Baltimore, MD.

Main Purpose of Job

This position provides accounting support to the Budget Unit of the Department’s Fiscal Services Division. This involves monitoring all spending, reimbursements, and purchase orders related to projects funded through State Capital Appropriation. This position also provides assistance to the Director and Deputy Director of Fiscal Services by providing the accounting expertise necessary to: analyze and approve various accounting transactions; make adjusting journal entries when necessary; and maintain various subsidiary accounting ledgers. The position also reviews reports, such as the expenditure and encumbrance reports, on a regular basis as well as the tracking of invoices & purchase orders.

POSITION DUTIES

Duties for this position include but are not limited to:


  • Monitor the State Capital Appropriation program funding to include track all spending related to the program, review and approve purchase orders, review and transmit processed invoices in accordance with their agenda/agreement, and communicate with the Grants Division, Project Managers, Capital Accounting & Accounts Payable units any instructions and matters related to the program.
  • Review the daily reports and monthly reports and complete necessary adjustments to allocate expenditures to the proper accounts. Monitor special projects to ensure that accurate sub-program, sub-object code and fund types are applied correctly to the request. Create journal entries to correct AOBJ, PCA & fund coding. 
  • Assist in the preparation of designated portions of the Department’s annual budget as prescribed by the Budget Manager.  This includes preparing the current services budget adjustments and unfunded requests, as well as the base budget request, using DBM forms, the DBM automated Budget Analysis Reporting Systems (BARS), and spreadsheet and word processing packages.
  • Forecast revenues and expenditures on a monthly basis to establish the Department’s financial position by examining financial reports and discussing financial data and future requirements with the Budget Manager.
  • Participates in annual close-out process to assist Fiscal Services management by preparing required schedules and performing transactions research.
  • Communicates with vendors regarding payments intercepted through a tax liability offset by sending them the automatic generated notice. Also communicate with vendors and the State Treasurer Office any payments not cashed or appearing on the warrant report for more than 30 days and complete the form to reissue the checks or stop the payment.
  • Other duties as assigned by management.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: One year of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for the required experience.

4. Applicants may substitute one year of professional auditing experience for the required experience. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

  • Experience using a computerized fiscal application software to include spreadsheet software and database applications.
  • Experience preparing, analyzing and interpreting financial reports and statements.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.


You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire.  If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process.  Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.  


Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
