Introduction

The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process. GRADE
LOCATION OF POSITION
This position is located in the Office of Fiscal Services for the
Department of General Services (DGS), located at 301 W. Preston Street,
Baltimore, MD 21201. This position is
eligible for a hybrid telework schedule.
Main Purpose of Job
POSITION DUTIES
Duties for this position include but are not limited to:
- Processes payments via computer input into multiple
systems for final approval and submission to the State Comptroller’s Office.
Continually track invoices to ensure that approval is received, and prompt
payment can be made to the vendors.
Maintains files on expenditure documents and transactions relating to
capital projects. This also includes
mailing copies to the respective agencies.
- Creates & reviews purchase order (PO) and change
order (CO) agendas which involves assuring that all items have been approved and
are in accordance with the terms and conditions stipulated on the items. These
projects are primarily related to Capital Construction, Statewide Facilities
Maintenance, Program Open Space and Capital Grants and Loans.
- Encumbers funds from the Board of Public Works, DGS
Department Procurement Review Board and other agendas via input into the DGS
Capital Project Accounting System after analyzing to determine proper
accounting.
- Monitors the Capital Accounting unit inbox and uploads
new invoices in the Smartsheet along with the corresponding agendas.
- Promptly answers inquiries from vendors and DGS staff
relating to the status of the payment of invoices.
- Serves as a backup to Operational Accounting &
Accounts Payable units, which includes bank reconciliations, researching
specific accounts and objects, assist with annual closeout by analyzing data,
and assisting in the preparation of the annual operating budget by researching
and gathering financial data relative to prior year expenditures.
- Acts as a backup to review credit card holder activity
for compliance with all State Regulations and Agency Policies.
- Acts as a backup to enter payables transactions related
to operating accounts into the systems as needed.
- Communicates effectively with others to gather needed
information, identify problems, and resolve issues. This includes both oral and written
communication. Reviews Daily/Monthly
FMIS reports. Analyzes, identifies problems, and prepares adjusting journal
entries as needed.
- Other duties as required.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: One year of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for the required experience.
4. Applicants may substitute one year of professional auditing experience for the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the
following preferred qualification(s). Include clear and specific
information on your application regarding the qualifications.
- Experience with Financial Management Information
System (FMIS) or other accounting software.
- Experience with Microsoft Office Excel or other
database applications.
- Experience with AS400 software.

eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or
QUALIFIED. The eligibility list will be valid for one year and may be
extended. The list will be used by the hiring authority to select
employees for interviews. Eligible
lists may be used to fill future vacancies of the same classification.

successfully pass a State and Federal fingerprint background check prior to
being hired.
