Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Accountant Advanced. This skilled position serves as the Accountant Advanced to the Department of Labor. An Accountant Advanced is the advanced level of work examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles in order to modify and maintain agency accounting systems, prepare financial reports or statements and give fiscal advice to management.

Main Purpose of Job

This position reports to the Fiscal Services Administrator I of the Office of Administration. The primary purpose of this position is to ensure the effective and efficient functioning of the budget and fiscal functions for the Office of Administration, include accurate grant accounting. The position will assist the Fiscal Services Administrator I in implementing, reviewing, maintaining, evaluating and reconciling fiscal policies and procedures of the Maryland Department of Labor.

POSITION DUTIES

Duties of this position include but are not limited to:

§   Review and approve requisitions, invoices, purchase orders and change orders for accounting and coding accuracy.

§  Update requisition monitoring log.

§  Review expense vouchers and refunds audited by staff

§  Review, reconcile and post monthly credit card activity in FMIS

§  Prepare and post journal entries

§  Prepare and review revenue and expenditure reconciliations

§  Review and approve bank reconciliations

§  Prepare and review Federal cash requisitions and reports

§  Review and monitor Workday activity for proper coding and programmatic revisions

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

This is an internal recruitment limited to current Maryland Department of Labor State employees.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with Maryland State government accounting

Experience working with Microsoft Office Suite (Excel, Word, Powerpoint)

Experience with FMIS (Financial Management Information System) software

Experience with budget preparation and analysis

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
