Introduction

MDEM is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work by supporting MDEM's finance unit.  

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12 hour shifts extended periods of time in support of 24 hour consequence management activities.

MDEM is the department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources "to shape a resilient Maryland where communities thrive." We do this by being Maryland's designated source of official risk reduction and consequence management information.

Main Purpose of Job

This position directly reports to the Fiscal Services Admin I. The Accountant Advanced directs, plans, and organizes MDEM’s Finance clerks and Techs, financial management information systems. The position has administrative responsibility for all financial functions under its unit. An Accountant Advanced is advanced level of work examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles. Provides financial services applying current technology to ensure MDEM operations are consistently and appropriately funded, develops financial process for immediate and long range financial management and planning, ensures compliance with State and federal rules and regulations and serves as an advisor for the Fiscal Branch manager.

Provides fiscal reporting, and ensures financial business goals and objectives for MDEM are met. Emergency and disaster response and recover operations as needed and/or assigned by Agency Executive Direct, Directors, or Operations personnel. Employee will be expected to staff the State Emergency Operations Center upon its activation for real-world emergency incidents and exercises. Employee will attend training and retain competencies to be appropriately prepared to meet SEOC staffing needs, including understanding the National Incident Management System’s Incident Command Structure (NIMS ICS) and WebEOC, which the SEOC will utilize. Employee will support SEOC activations, which may involve extended work hours, as well as extraordinary stress levels, given that a disaster event would occur requiring SEOC activation. 

Employee will be expected to perform functions for incident management needs with competence and reliability under the NIMMS ICS. Employee may be required to report to an alternate location to perform SEOC duties, in the event of a COOP Plan activation. 1 Accounting and Financial management information systems work • Develops internal control measures in order to implement Department-wide fiscal and accounting policies • Coordinates State and Legislative audits as required • Coordinates Department’s year-end closing process along with Fiscal Branch Manager and Chief Finance Officer. • Coordinates MDEM accounting management matters assuring compliance with generally acceptable accounting principles and other government accounting requirements • Ensures accurate and timely financial reporting • Coordinates MDEM and federal financial management activities • Ensure and provides guidance on matters related to systems development, implementation, operation and maintenance of MDEM’s financial management information systems • Reviews invoices and ensures accurate accounts payable processes • Identifies and corrects any mistakes within FMIS 1 Budget Management • Develops and maintains the recommendations for the Agency’s strategic budget • Coordinates development, submission, and approval process for MDEM’s General Funds budget. • Monitors/manages ope

POSITION DUTIES

The Maryland Department of Emergency Management (MDEM) is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM works to ensure that all Marylanders are prepared, and to make Maryland more resilient. The Mission Support Directorate is a critical part of MDEM’s mission and the successful execution of its preparedness and resilience efforts.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
