Main Purpose of Job
POSITION DUTIES
Performs the following accounting functions, ensuring that Federal, State
and Departmental regulations, guidelines, quality standards and deadlines are
met:
1. Annual and quarterly Requirements
a) Preparation of Fiscal year-end Schedule G with reconciliation to
the Financial Management Information System (FMIS)
b) Preparation/coordination of quarterly and annual financial status
report in compliance with Federal guidelines for appropriate Federal grants.
c) Provision of information for preparation of quarterly and end-of
cycle reports, as needed.
d) Reporting to executive management, as needed.
2. Monthly Requirements
a) Preparation
and input of journals for grants and loans.
b) Reconciliation and
tracking of grant financial status by project through databases or spreadsheets
c) Reconciliation of
grant and loan databases to FMIS.
d) Preparation of
internal and external monthly financial reports.
e) Ensure
reimbursement of grants and loan within established guidelines to achieve
minimal State and Federal interest liabilities.
f) Prepare ledgers,
reconciliations, statements, and reports for various programs associated with
MD Historical Trust.
3. On-going or as Needed Requirements
a) Coordinate with
Department program staff relative to Federal grants and
loans issues.
b) Provide
information to legislative and independent auditors and other authorized staff
about Federal and Department grants and loan accounting processes.
c) Complete special
projects related to Grant and Loan Accounting.
4. Weekly Requirements
a) Primary responsibility
for tracking all project revenues and expenditures, reconciling
revenues/expenditures with Grant Manager and Fiscal Manager on a monthly basis;
assist with preparation of reports.
b) Prepare and
maintain salary reports for all staff funded with special, federal or
reimbursable funds; assist with preparation of journal entries.
Assist in the assuring efficient operation of the Department’s
Accounting Office.
a) Prioritize
workload in order to meet established timetables and deadlines. Discuss conflicting
priorities or other problems with immediate supervisor as they arise.
b) Document and
review existing procedures and make suggestions for improving processes and /or
workflow.
c) Perform back-up
work for Accounting Office functions and other related assignments, as
requested by the Accounting Manager and/ or Director of Administration in
accordance with established back-up schedules and agreed requirement and
timetables.
Administers Accounts Payable functions for the agency.
· Develops and monitors practices to assure compliance with GAAP and
related standards for proper recognition and payment of
all agency
obligations. The proficient positing of all expenditures (direct
vouchers, for the agency reinforces the proper identification of Accounts
payable.
· Reconcile Working Fund Bank Statement.
· Tag all sensitive and non-sensitive items and enter into Inventory
Database.
· Enter proper accounting coding on credit card purchasing
· Perform other job-related duties, as assigned.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
