Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with over 50 different rule sets.  The System has over 397,000 participants (customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive a monthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date.

The Agency's Finance Division is recruiting an experienced Accounting Supervisor II to oversee daily financial and accounting operations. The selected candidate will work closely with a team of Advanced Accountants to manage daily financial accounting operations, including accounts payable/receivable, bank reconciliations, billing and collections, and timekeeping and Payroll processing.

The ideal candidate should have experience working in a multi-faceted, high activity organization, applying strong analytical skills to create detailed financial reports and forecasts. Effective problem-solving skills and the ability to manage and lead a team of professional accountants to ensure the Agency's financial management activities are accurate are necessary to be effective in this position.

Telework: After incumbent successfully complete their six months probationary period, this position allows you to telework two days a week.

Main Purpose of Job

Under the general supervision of the Director of Fiscal Accounting Unit, this position provides supervisory oversight and management over Agency collections and Accounts Receivables, Cash Receipts, Accounts Payables, Payroll, Leave Tracking, Facilities Maintenance and serves as the Agency's Fixed Assets Accountable Officer. Primary duties include overseeing the accurate and timely maintenance of the Agency ledger in the statewide FMIS including, but not limited to, payroll reporting, vendor payments, inter-agency transfers, and administrative expenses, and supervision and review of the essential operational financial functions including, but not limited to, cash receipts and disbursements, accounts receivables and payables, and accurate determination of asset, liability, and equity accounts. Additionally, this position is responsible for overseeing all PGU related liaison matters and communications and must be knowledgeable of the laws, rules, and regulations applicable to participating employers in the System.

POSITION DUTIES

Responsibilities of this position include the following, but are not limited to:

 

Oversee daily fiscal accounting operations to including coordinates day-to-day operations of accounts payables to include supervising and auditing of Agency invoice processing, refund vouchers and expense check disbursements, and related documents for issuance of payments.

Coordinates accounts receivable processing to include, cash receipts and oversight of the billing and collection for monthly, quarterly, annual, and miscellaneous billings to employers. Including verifying interest calculations for late payments and penalties. Prepares various ad-hoc reports and billing logs for monthly, quarterly, and annual invoicing.

 

Reviews and prepares journal entries to reconcile general ledger accounts and related transactions.

 

Review and approve monthly bank reconciliations for multiple accounts.

 

Reviews various general account reconciliations to confirm transactions recorded to multiple subsidiary ledgers are accurate and complete.

 

Prepares various ad-hoc reports and schedules for submission to accompany the annual Agency budget.

 

Oversee and review weekly employee timekeeping and payroll reconciliation and certifications. 

 

Track, monitor, and reconcile the agency’s fixed assets additions and disposals to ensure accuracy, accountability, and safeguarding of the agency’s fixed and sensitive assets.

 

Manage and coordinates month-end and year-end closing for multiple fund ledgers for the state financial system and the pension trust fund.

 

Skill and experience in documenting and defending decisions made in the oversight of the assigned financial and accounting operations.

 

Organize financial data into usable information and maintain updated and very organized records.

Plan, coordinate, supervise, track, and evaluate the work of Accountant Advanced positions and track progress of financial and accounting objectives.

 

Establish accounting policies and procedures, aligned with company’s targets.

 

Interprets and helps implement GASB and other accounting standards pronouncements.

 

Develops and maintains policies and procedures manuals for payroll, accounts receivable, accounts payable and external accounting processes.

This position completes performance evaluations and can oversee employee disciplinary problems, which involves counseling and/or reprimands.

Assists with the design implementation and maintenance of accounting systems and software for the purpose of meeting user needs.

Ensure compliance with statewide laws, regulations, and guidelines.

Ability to communicate effectively. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Two years of experience supervising accountants or fiscal employees
  • Federal, State, and local government accounting experience
  • Two or more years of experience working with financial ledger accounting systems (i.e., Traverse and QuickBooks)
  • Experience with RSTARS and ADPICS Systems
  • Experience with the State’s Workday Payroll System
  • Microsoft Excel (i.e., managing spreadsheets, creating charts, and using advanced formulas)
  • Experience managing high volume transactions and large amounts of financial data.
  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA)
