Main Purpose of Job

This position serves a critical function for the Behavioral Health Administration in completing the annual budget of $382 million and projections for 3 essential programs to be reviewed by MDH budget office. The budgets have approximately 105 projects that must be completed, analyzed, and documented. This position also manages and reports on the primary Substance Abuse Prevention Treatment and Mental Health Federal block grants of $51 million as well as 23 other Federal grants, and other projects. Monitors approved expenditures to stay in compliance with all federal set asides, budgetary objectives, and inter-agency agreements. This position plays a vital role in all internal and federal audits in assisting and completing information to reduce findings.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree in Accounting, Finance, Business Management or Economics from an accredited college or university and at least five years of experience examining, analyzing and interpreting financial systems, records and reports by applying generally accepted accounting principles to include experience with grants management, procurement, and experience with the State’s Financial Management Information System (FMIS), specifically, RStars and ADPICS.  Two years of this experience must have involved supervision over fiscal staff.

DESIRED OR PREFERRED QUALIFICATIONS

Desirable candidates should possess the following:

  • Experience with Federal Grants and Applications
  • Excel experience in pivot tables
  • Experience supporting programs

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany the application.
