Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Finance and Administrative Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The main purpose of this position is to serve as the Manager of the General Accounting section of the Finance and Administrative Services (FAS) unit of DNR, ensuring the accurate and timely processing of fiscal and budgetary transactions through the strong and sound management and supervision of lower-level supervisors, accountants, and fiscal clerks. This position offers guidance and leads DNR Unit Fiscal Officers. The incumbent assists the Director and Deputy Director of Finance with the fiscal year closeout process. This position also assists with management reporting and some fiscal officer duties for the Office of the Secretary.

POSITION DUTIES

This position serves as the General Accounting Manager in the Maryland Department of Natural Resources (DNR) Finance and Administrative Services (FAS) unit.  Varied and interesting financial and governmental accounting duties include supervision of accountants and various other fiscal staff.  The General Accounting Manager has responsibilities for the smooth functioning of banking and general accounting activities in FAS, including hands-on work as well as training and supervision of the work of others.  This position helps to ensure DNR Units’ compliance with budgetary and accounting policies and procedures as established by the Department of Budget and Management, the State Treasurer’s Office, and the Comptroller of Maryland.  This position requires strong organizational, administrative, communication, and supervisory skills in the financial operations of a state organization and knowledge of governmental fund accounting and related policies and procedures.  A high level of proficiency with spreadsheets and word processing is required. 

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s Degree in Accounting from an accredited college or university is required.

Experience: At least five years of experience in governmental accounting with progressively increasing responsibilities resulting in acquired knowledge in the areas of financial and budgetary accounting management to include year-end close-out, management reporting, and the ability to coordinate, clearly explain requirements, and offer assistance to fiscal staff.  A minimum of two years of supervisory experience is required.            

Notes:  
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education. 
2. Candidates may substitute additional graduate education in Accounting or a related field at an accredited college or university, at the rate of thirty credit hours for up to one year of the required experience. 
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work for up to one year of the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

  • Comprehensive knowledge of FMIS, RSTARS, ADPICS, or similar financial systems.  
  • Experience with the State of Maryland Comptroller and Treasurer’s Office requirements, processes, and procedures.  
  • Strong experience with a high volume of banking and general accounting transactions, and on-time monthly and year-end closeout.   

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Persons in this position may be assigned duties which require the operation of an automobile or other motor vehicle. Employees assigned such duties will be required to possess the appropriate operator’s license valid in the State of Maryland.
