Main Purpose of Job

This position operates in a hybrid manner, meaning job duties will be performed both remotely and on-site unless otherwise directed by the Appointing Authority and is located in the Office of Finance, Program Analysis Unit and is a managerial position serving as Chief of the Program Analysis Unit with responsibilities for overseeing and/or performing functions related to Cost Accounting, Quality Assessment fee process management, MCO, Value Based Purchasing Incentive, Hospital and Nursing Home Working Advance fund distribution, Medical Loss Ratio, Disproportionate Share Hospitals, D.C. Hospital Rates, and Graduate Medical Education Fund. This position will also be responsible for accounts receivable and payment functions and monitoring the receipt and disbursement of funds in accordance with all applicable rules, regulations, and policies.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree in Accounting from an accredited college or university, or a bachelor's degree with 30 credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing. In addition, six years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles (GAAP) with three years of advanced duties in the area of cost accounting, systems accounting, or federal fund accounting and including three years at a supervisory or management level.

Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience. Applicants may substitute one year of professional auditing experience for one year of the non-supervisory/management experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Two years of experience with Microsoft Excel to perform financial analysis - create, utilize formulas/functions and validate data and experience with forecasting
  • Two years of fiscal management experience that includes accounts payable, expenditure tracking and budget oversight
  • One year of experience utilizing the State of Maryland's Finance Systems platform or similar financial reporting platforms
